The Performance and Business Support Team within Policy Group is recruiting permanently for 2 HEOs to join the Workforce Planning and Management Information team within the Corporate Hub Unit.

This campaign is being run externally and so is open to all who consider themselves suitable for the roles and meet the eligibility criteria in the wider advert within Civil Service Jobs.

Location:

Successful candidates will have the option to be based at one of the following locations:

  1. 102 Petty France, London
  2. 5 Wellington Place, Leeds

Occasional travel between the two locations may be required.

In order for Policy Group to meet its evolving business needs all Policy Group staff are expected to attend their base location (102 Petty France or 5 Wellington Place Leeds) at least 2 days a week.  This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently.

Please note these roles are only available at the two locations advertised no other locations including home working can be considered. Therefore, candidates should only apply if they are able to commute to one of the locations listed.

New entrants to the Civil Service will be expected to join on the minimum of the pay range.

What we do

The Corporate Hub comprises a centralised recruitment team alongside the workforce planning and MI Team. You will be joining a dynamic team that supports the whole of Policy Group in managing its workforce.

The wider division, The Policy Group Performance and Business Support Unit, leads on all corporate functions for Policy Group. We support the Directors General and the Senior Management Team in their management of the Group. The Group has around 1200 staff (based in Leeds and London) and sets the policy direction for the Ministry of Justice.  

The Performance and Business Support Team comprises six units:  

  • Directors General Private Office,
  • Planning, Performance and Governance team,
  • People and Capability team
  • Strategic Financial Planning team
  • Yorkshire Development Scheme Administration Team
  • The Corporate Hub

Workforce Planning and Management Information – HEO role

This is an exciting opportunity to join a friendly and close-knit team and to grow and evolve the work of the Corporate Hub. This role provides the opportunity to engage widely across all areas of the Group as part of a team working towards becoming a cornerstone for Group-wide resourcing and workforce Management information. This role would be well suited to a confident, outgoing networker that values being an expert in their field and enjoys being part of a ‘go-to’ team with a key presence and influence throughout the Group.

The department has decided to implement Orgvue and Policy Group is an early adopter. It is an exciting time to join as you will be part of the project team responsible for this transition. The aim is to go live with the use of Orgvue data from February 24 so joining at this time enables you to be at the forefront of our journey.

Key Responsibilities:

  • Work with the Orgvue project team on its successful introduction into Policy Group.
  • Maintain standardised reporting for the group. Ensuring the provision of timely and accurate data to inform Departmental reporting within the monthly cycle.
  • Produce the workforce reporting and Management Information for the group, acting as a centre of excellence.
  • Challenge and scrutinise data to ensure actuals and forecast data submitted are robust and understood.
  • Provide a consolidated analysis of Directorate payroll budget and forecast outturns against actuals in order to facilitate challenge and to support informed decision making, taking into account agreed efficiency proposals and workforce plans;
  • Provide clarity and analytical interpretation of the workforce and payroll position and identify potential financial risks, mitigating actions and opportunities and providing initial challenge as appropriate.
  • Responsible for providing time critical monthly reports, maintaining data accuracy, including risks where appropriate.
  • Responsible for building and maintaining effective key stakeholder relationships within the Directorates and the wider MoJ HQ, ensuring a high level of performance is maintained.
  • Work closely with the Management Accounts Team and key stakeholders to support the delivery of the management information reporting portfolio, to revising and developing new reports as required.
  • Maintain positive relationships with stakeholders.

Skills and Experience

Essential:

  • Experience of working with excel and complex data sets, using excel to quickly analyse and interpret data to an advanced level.
  • A substantial amount of experience in data handling and data manipulation is vital in this role as we provide much of the workforce data required to the group and the wider department.
  • Excellent attention to detail, with the ability to understand, present and communicate information and data from a wide range of sources using excel, PowerPoint and MS Word in a succinct manner.
  • Experience of working with data and the production of visuals to influence and inform decision making.
  • A sound knowledge of the employee life cycle and workforce management process through direct delivery or utilisation.
  • Experience of communicating at all levels, including working with sensitive information of a confidential nature.
  • A proven track record of achieving results within a set timeframe.

Desirable:

  • Knowledge and use of Orgvue would be advantageous though training will be given where necessary.
  • HR and/or Finance knowledge

Annex A - The STAR method

Using the STAR method can help you give examples of relevant experience that you have. It allows you to set the scene, show what you did, and how you did it, and explain the overall outcome.

Situation - Describe the situation you found yourself in. You must describe a specific event or situation. Be sure to give enough detail for the job holder to understand.

  • Where are you?
  • Who was there with you?
  • What had happened?

Task - The job holder will want to understand what you tried to achieve from the situation you found yourself in.

  • What was the task that you had to complete and why?
  • What did you have to achieve?

Actions - What did you do? The job holder will be looking for information on what you did, how you did it and why. Keep the focus on you. What specific steps did you take and what was your contribution? Remember to include how you did it, and the behaviours you used. Try to use “I” rather than “we” to explain your actions that lead to the result. Be careful not to take credit for something that you did not do.

Results - Don’t be shy about taking credit for your behaviour. Quote specific facts and figures. Explain how the outcome benefitted the organisation or your area. Make the outcomes easily understandable.

  • What results did the actions produce?
  • What did you achieve through your actions, and did you meet your goals?
  • Was it a successful outcome? If not, what did you learn from the experience?

Keep the situation and task parts brief. Concentrate on the action and the result. If the result was not entirely successful describe what you learned from this and what you would do differently next time. Make sure you focus on your strengths.
