The Public Safety Group’s role is to keep the public safe by cutting crime, disrupting the highest harm criminals, protecting the vulnerable and ensuring that our police, fire and rescue services are as efficient and effective as they can be in delivering front line public services.

The people in our Group develop and implement policy, provide funding, and deliver legislation. We make the most of innovation, data, and partnerships to prevent crime, protect the vulnerable, and tackle the highest harm crimes. We work with our partners in law enforcement, establishing governance arrangements at a national, regional and local level.

Britain's emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Network (ESN) Programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters. 

There are over 100 Emergency Service organisations and over 300 other user organisations who will implement ESN across England, Scotland and Wales. 

ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network. The new network is dynamic and can take advantage of new technology as it develops, making sure that those doing the vital job of protecting the public and saving lives get the best and most modern communications tools available.

ESN is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

Job description

This is a challenging and exciting opportunity to work on one of Governments biggest programmes supporting the essential services provided by our Emergency Services.

The Capability Delivery function sits within the Delivery and Deployment Directorate. It is responsible for enabling users to use the new ESN solution through ESN devices (handheld, road vehicle and aircraft) and Control Room readiness. There are three portfolios of work set up to achieve this: ESN Air, Control Rooms and Devices. 

The Vehicle Devices Project Manager will work to the Devices Portfolio Lead and will be responsible for Vehicle Devices and coverage solutions within the Portfolio.

Due to the nature of the role, this post is available on a full-time basis only and with the possibility of compressed hours. 

Person specification

The Vehicle Devices Project Manager will report to the Devices Portfolio Lead. They will manage communications and activities of the workstream, and will be accountable for their own work. This includes:

•    Manage and lead the project to deliver the agreed outcomes within time, cost and quality constraints. 

•    Day to day management and leadership of the project and the project team. 

•    Provide effective leadership and management controls. Set project controls. Design the project structure and organisation appropriate to stage. Set appropriate delivery methodologies. Manage effective transition between project phases.  

•    Track delivery, manage change with suppliers and commercial teams, manage change though governance and communicate change with programme leads. 

•    Identify skill requirements. Deploy and develop resources. 

•    Manage stakeholder relationships and where appropriate engage senior level support. Manage internal and external relationships as appropriate. 

•    Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.  

•    Lead on governance and decision making. Provide reporting and engage in mechanisms that hold themselves to account for delivery. 

•    Engage with assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews.

•    Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders. 

•    Cascade vision and translate into delivery objectives for the team. Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors. 

Essential Skills

 The successful candidate will be an experienced project manager, with significant experience of:

 •    Leading and delivering projects to time and budget.

 •   Senior level stakeholder engagement in a complex stakeholder environment (ideally operational) to include effective relationship building and management.

 •   Effective supplier management.

 •   Strategic influencing and excellent negotiating skills with key decision makers within the Civil service and stakeholder environment.

 •   Working with and motivating a blended and multidisciplinary team to achieve successful outcomes.

Desirable Skills

•    Knowledge of fleet management, FVDs (Fixed Vehicle Devices) or critical comms for blue-light services.

•    An understanding of Public Sector procurement, with experience of working with commercial colleagues to prepare for procurements.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. A reserve list may be held for a period up to 12 months from which further appointment may be made.
