Overview

The Ministry of Justice is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The Treasury Management Team provides a centralised, professional service that delivers value benefiting a range of stakeholders including MoJ’s central finance function, organisations sponsored by the Ministry of Justice, the HM Treasury (HMT) Exchequer Funds and Accounts Team and, Government Banking Service.

Role Summary

The Ministry of Justice spends over £14bn of public money every year, as well as collecting over £1.5bn of income.  This role is based in the Treasury Management Team which sits within the MoJ’s Management Accounting function.

The Treasury Management team plays a key role in ensuring effective control over these cashflows, so that we have enough cash to pay our staff and suppliers, while managing within the limits delegated to us by Parliament.

Reporting to the Deputy Treasury Management Lead, the postholder will work in a small geographically dispersed team.  The two Treasury Management Officers in the team are responsible for key daily and monthly activities, ensuring accuracy and providing insight, which supports the team to make high quality, timely decisions on the use of cash.

The postholder will be responsible for monitoring and managing the department’s cashflow in a manner which complies with the HMT Cashflow Management Scheme (CMS) and, providing insight to facilitate the production of the consolidated management accounts reporting for the Net Cash Requirement (NCR).  The post holder will also provide support in respect of MoJ’s banking arrangements.

Typical Role Responsibilities

Key responsibilities of this role are:

  • Day to day management and reporting of cash utilisation across the MoJ including the review of daily payment runs and decisions on payments to be released (typically £35m of supplier payments per day).
  • Maintenance of cash data across multiple systems (including HMT) and ensuring the integrity and accuracy of the data.
  • Undertake critical analysis, investigate, and challenge significant variances, movements, and patterns in financial data to inform cash forecasting and decision making in respect of daily, monthly and, annual use of cash by MoJ.
  • Assist in the production of monthly management information reporting.
  • Monitoring and maintenance of bank account balances including monthly funding of MoJ Executive Agencies c£700m per month
  • Maintain controls for bank systems and processes e.g. Electronic Banking System user maintenance and approvers for funding transfers and sweeps.
  • To provide support and information to MoJ Finance colleagues and the National Audit Office in respect of cash management and banking processes.
  • Support managers and the wider team in implementation of improved, new ways of working, sharing of best practice, adopting smarter processes building on a consistent approach and service delivery.

This is a technical role requiring an aptitude for and a genuine interest in working with financial data and treasury management systems. The postholder will be expected to make information flows work in the business.

As a large department with many different challenges, no one day will look the same. The post holder will be expected to proactively work with both internal and external stakeholders across the department to manage the department’s cash utilisation and promote compliance in our ways of working.

The post holder will be required to work flexibly and undertake other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.  This may also include working closely with other MoJ finance staff to develop solutions/problem-solve, engaging in project work to drive financial improvements.

Travel

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).
