Job description

We are looking for a Technology Business Management Analyst to join the newly created Technology Business Management (TBM) team within Group Infrastructure and Operations (GIO).

Our Technology Business Management team drives governance and operational financial management across the entire GIO function and technology estate to robustly manage costs. Responsibilities include control of fixed, volumetric and variable service costs; cost optimisation and recovery for cloud services; execution of operational tasks such as raising POs and participation in strategic business planning.

A core focus of this role will be on cloud cost recovery, cloud cost optimisation and managing cloud finance recharges. The remit of the role will include identifying and implementing cost savings and avoidance, cost recovery and working with customers and suppliers to resolve queries and provide ongoing support. The successful candidate will drive on managing and improving key processes underpinning the TBM function, and be a critical enabler to ensure the effective financial management of cloud costs.

Person specification

Responsibilities

  • Support the development and evolution of the TBM function and task and line management of EOs
  • Operate the monthly cloud cost recharge process, produce and issue recharge statements to consumers, respond to recharge related queries, provide stakeholders with detailed costing breakdowns and ensure recharges are transacted in a timely manner in the finance systems. Train EO team resources to perform cloud cost recharge process
  • Ensure internal projects produce a cloud cost estimate prior to commencing spend on the cloud platforms, and that budget is confirmed available
  • Manage, analyse and present data, using business intelligence tools including Power BI as well as support the TBM team to maximise cost recovery by maintaining and improving processes for tracking expenditure and accruals
  • Proactively analyse data and review processes, identifying opportunities to improve end-to-end services and highlighting financial risks and opportunities
  • Assist in identifying the scope and requirements for transactional activities and longer-term requirements for finance resources where applicable. Provide problem solving support for complex transactional activities as necessary
  • Engage with customers throughout the project delivery lifecycle. Ensure projects are set-up on the financial systems and that financial controls are applied

Skills and experience

  • Highly proficient in using Microsoft Office (Excel), PowerBI and SharePoint
  • Experience in Cloud Finance, including recharges, tagging and reporting. Knowledge of SaaS models and Cloud Technology
  • Experience in IT financial management within a large IT Operations function and/or a large IT investment portfolio
  • Experience of comparative analysis of financial outputs (eg. monthly, quarterly, year-to-date etc). Reconciliation of different system outputs, provision of variance analysis and communication of the relevant action points arising from investigations into differences.
  • Experience of cross charging internal businesses and raising external purchase orders and invoices
  • Excellent people skills with an ability to work in a dispersed environment and build effective working relationships with colleagues and stakeholders. Ability to communicate effectively with both technical and non-technical audiences
  • Highly organised, excellent attention to detail. Able to prioritise tasks efficiently, managing time, activities and resources

Location

Please be aware that this role(s) will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Internal (core Defra) employees can apply for this role and choose to remain in their current location or to be based in one of the advertised locations.

All other applicants will be based in one of the advertised locations.Our current office attendance approach requires 60% attendance in Defra group workplaces or off site meetings with partners and customers. This balance provides thriving workplaces to connect with colleagues, as required by their role and business team needs balanced with personal flexibility and choice. 

Travel and subsistence will not be paid for travel to a base office location.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.

Salary 

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
