The Strategic Estates team in Parliament takes great pride in looking after and improving the buildings of Parliament itself, as custodians of the Estate. While we are part of the House of Commons service, we provide services to the House of Lords as well. We operate on a working World Heritage site which attracts visitors from all over the globe, in a challenging stakeholder environment where conservation and the need to innovate and build for the future coincide.

The Property and Asset Strategy team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups. Property and Asset Strategy has a core of expert in-house technical staff providing continuity, direction and support to colleagues, consultants, and contractors and represents the estate with key external bodies.

Job description

As Technical Support Officer, you will work to provide support to the whole of Design and Planning, giving technical guidance and assurance to programme and project delivery teams.

You will undertake contract administrator duties to ensure smooth running of NEC3 contract delivery including active management of design documentation via Common Data Environments, development and updates of project and technical dashboards for estate wide projects, assisting contract managers in administering contractual duties in close collaboration with other departments, maintaining libraries of technical standards, processing security pass applications, responding to technical “Request for Information” (RFI), raising purchase orders for financial and tracking action points from meetings, including schedules.

Some of the responsibilities for this role include:

  • Contract administration for NEC3 type framework agreements and contracts (such as Multi-disciplinary Design Services framework).
  • Maintain shared online databases to assist contract management data collation (such as resourcing profiles across all programmes and Tenders, KPI reviews, consultant CVs, etc).
  • Owning and managing the Design Review and Asset Management Processes - work for continuous improvement of the process, balancing the workload of Subject Matter Experts against project demands.
  • Providing overview and trend analysis of the team wide high-level risks, issues and opportunities logs

Person specification

Qualifications and Knowledge:

  • Relevant Diploma or HND or HNC
  • Experience of using Microsoft Office applications, e.g., Outlook, Word, PowerPoint, Excel, SharePoint, Visio, and other applications.
  • Examples of successful knowledge and use of good digital tools usage for handling records, data, and collaborative trackers or dashboards to improve processes.
  • Contract management.
  • Office administrator

To be successful in this role you will demonstrate:

  • Knowledge of working within and supporting a fast-moving team to ensure that the team objectives are delivered to time, budget, and agreed quality standards.
  • Experience of successfully administering contracts and demonstrating knowledge of its application in the context of construction projects, in an environment where you are accountable to diverse and challenging stakeholders.
  • Experience of updating and maintaining project and programme documentation. For example, maintaining project risk registers, programmes, and project performance reports.
  • Ability to work successfully across teams, with the ability to maintain good relationships and develop good networks, whilst upholding the values of equality, diversity, and inclusion.
  • Proven experience of planning and organisational skills, including the ability to approach challenges with intellectual rigour, work calmly and flexibly under pressure and manage competing priorities and changing deadlines.
