This is a new role in a new Division of HSE. HSE’s Specialist Division comprises Inspectors and scientists who provide technical input and advice to support HSE’s core regulatory functions of inspection, investigation, policy development and guidance.

The Commissioning and Work Recording (CWR) Team has been created to define, maintain and continuously improve the framework for how specialist work is agreed (commissioned), planned, delivered and recorded. 

As the CWR Team Leader, you will play a key role in leading the design of processes for the management of specialist work across the Division, including the design and implementation of work recording processes to supplement existing systems, and designing monthly operational reports and dashboards.  

Job description

This post reports to the Unit Head for specialist work commissioning, recording and reporting. You will work with Leaders across the division to develop and implement appropriate work commissioning and recording processes for the different types of work the division undertakes. This will include establishing and maintaining information about all work being undertaken by the division e.g. work plans, progress against plans etc to provide appropriate information on divisional performance. You will ensure that suitable monthly performance reports are provided at Team, Unit and Divisional levels. You will lead on the continuous improvement of commissioning and work recording processes.

This role involves some travel and overnight stays to attend events and meetings with colleagues in other HSE offices. Expenses will be reimbursed in accordance with HSE's travel and subsistence policy.

This role is open to candidates who are able to work a minimum of 30 hours per week.

Essential Skills and Criteria

  • Experience of working collaboratively with technical professionals and those in leadership roles on the commissioning, planning, monitoring, reviewing and continuously improving work in a project delivery environment.
  • Experience of Data Analytics to be able to interpret data requirements and present data in a clear and compelling way, using graphical representations and data visualisations.
  • Experience of developing performance Indicators, both collecting and manipulating large data sets from which to calculate Performance Indicators and interpreting the meaning of the resulting information.
  • Being able to influence and appropriately challenge colleagues to develop and deliver processes that support business assurance and improve efficiency of specialist delivery.
  • Experience of leading people. This does not need to be in a line management capacity and could, for example, be in a project capacity or voluntary work capacity.

Responsibilities

  • Manage the development of the Specialist Division annual work plan. This will be achieved by working with divisional leaders.
  • Lead the development and implementation of work commissioning processes for the different types of work the division undertakes. This will be achieved by working with divisional leaders.
  • Manage operation of the commissioning processes providing support to specialists and divisional leaders in undertaking their commissioning responsibilities. In this context, work commissioning is the process by which it is decided if a particular piece of work should be undertaken by the division.
  • Lead the development of suitable divisional work recording mechanisms for work that is not recorded by existing HSE systems.
  • Working with Specialists, develop a suitable process for the management of the portfolios of project work undertaken across the division.
  • Lead the development, implementation and operation of suitable work monitoring processes. This will bring together the annual plan, work commissioning, work recording and portfolio management activities.
  • Implement new divisional work recording approaches and bring together all data to provide monthly management reports for team, unit leaders and the Divisional Director.
  • Work with divisional leaders to develop improvements in the effectiveness and efficiency of specialist work.

Sift Information

The sift is due to be held during the week of the 20th March 2024. You will be assessed on your Personal Statement and your example to demonstrate the lead behaviour 'Changing and Improving.'

Interview Information

The interviews are due to be held during the week commencing 15th April 2024. At interview, we will assess you against the behaviours detailed within the advert, the essential skills and criteria and the technical skillsets.

You will also be asked to provide a short presentation at the start of the interview. More information around the presentation will be provided if you are successful at sift.
