Job summary

This role will sit within the GCO, but based in our Department for Levelling Up, Housing and Communities commercial team delivering departmental objectives.

Job description

This is an exciting opportunity to work within a dynamic, customer-focused team leading commercial engagement to implement and deliver a Digital Market Place that brings key remediation parties together, working with a:

  • Wide range of stakeholders, including service users, Ministers, policy officials, suppliers, and arm’s length bodies.
  • Number of workstreams including a high-profile, complex, strategic procurement and contract management.
  • Range of programmes operating at a portfolio level to identify and deliver system solutions that help drive remediation efficiency and effectiveness.

We have a Commercial Lead role on offer, reporting into the Head of Supply Chain Management & Strategy, working to support the Safer and Greener Buildings (SGB) Portfolio and associated delivery programmes. We are seeking an experienced commercial and supplier management professional to make a significant contribution to the Commercial Function’s role in advising and supporting the work the Department is doing within SGB, which has three main aspects:

  1. Remediation: Identify high rise residential buildings that have unsafe constructional aspects and monitor and support their remediation.
  2. Building Regulatory Review: Implement the changes identified in Dame Judith Hackitt’s Independent Review of Building Regulations that are needed to make the building safety system fit for purpose.
  3. Net Zero: Implement building standards and corresponding measures supporting delivery of the Government’s target of net zero emissions by 2050.

This role will mainly focus on aspects 1 & 2 in the shorter term.

You’ll play an important role in embedding, implementing and continuously improving an innovative digital Market Place that will help shape the future of the Commercial function and Portfolio within DLUHC. Please note that when you join the team, we will still be working to implement and refine the system and would look to draw on your expertise in this development phase in anticipation of transferring this product into Business As Usual (BAU) Operations. Within your area you’ll have a broad commercial remit as well as the freedom to manage a community of colleagues, supplier users and digital specialists to deliver and maintain this initiative.

Person specification

  • Support the set up and management of suppliers on a Digital Market Place.

  • Promote ongoing use of Market Place by freeholders and suppliers, including its evolution in response to feedback and data evidenced evaluation.

  • Maintain the industry standard threshold for accessing the Market Place and ensure that users are correctly tiered based on qualification criteria.

  • Act as a quality threshold referee with the authority to apply sanctions, drive dispute resolution (webmaster type role), and address appeals.

  • Able to extract, produce and present user and usage summaries for the benefit of senior stakeholders. Data and analytical skills/experience would be preferable.

  • Maintain Market Place governance and accurate information in terms of use through holding users and external bodies to account in displaying appropriate behaviours.

  • Support Market Place design development (UX enhancements) including making sure required approvals are received.

  • Adopt and advocate agile methodologies:
    • Being able to guide/coach colleagues and stakeholders through this process; and
    • Maintain project documentation on the user journey and collate feedback to utilise in the development of a lessons learnt log communicating and feeding findings into the Operations Manager
  • Adherence to digital / system delivery processes and the operations lifecycle. There are two clear phases A) design, build and launch, followed by B) operate and drive continuous improvement. 

  • Contribute to and deliver training, webinars, and lead user help desk activity.

  • Foster good relationships, collaborate and position industry within the workstream to take on long term responsibility for the running and maintenance of theMarket Place.
