Job summary

This is a demanding G7 Business Management role in a busy Directorate of over 3800 people (military and civilian) operating from four sites. The postholder will establish a new Business Management function to service teams based in Portsmouth and London, as well as coordinate with Clyde and Devonport Naval Base business management teams.

 The role would suit an individual with experience of delivering business or corporate support in a fast-paced environment. It requires strong communication and organisational skills. The post holder will need to take a systematic approach to their own work and direct the work of others. They will need to be numerate, able to draft procedures and communications and be proficient in MS365 applications.

The Submarine Directorate is refreshing the operating model. It is likely therefore that the responsibilities of the business management team will evolve. The postholder will have opportunity to influence this and will be responsible for implementing the agreed business management solution and creating the right sized and right skilled team for the Directorate.

The post will be based in Portsmouth NCHQ with occasional travel to other defence locations including London Main Building, HMNB Clyde and HMNB Devonport.

This position is advertised at 37 hours per week.

Job description

Directorate-wide workforce management for civilian, military and other resources, including:

  • Prioritising and requesting resources to meet demand, including running associated Directorate governance.
  • Oversight of Directorate recruitment activities from role inception; including recruitment processes, induction, and leaver activities.
  • Acting as POC for sourcing alternative resource options including, Contracted Labour, Consultancy support, Secondees, Graduate Placements, Fast Streamers.
  • Accessing and using workforce data to inform pan-Directorate decision making and activity to improve lived experience and outcomes for our staff.
  • Liaising with SM Whole Force Change Management Group, HR Business Partners and Trade Unions as required to ensure knowledge and application of HR policy is consistent across the Directorate.
  • Coordinating Directorate in-year rewards, commendations and honours processes to recognise and incentivise the workforce’s contributions and achievements.

Delegated responsibility for management of the centrally held budget of circa £1m a year (includes Travel and Subsistence, In Year Awards and Training).

Produce and disseminate internal Directorate communications and act as POC for Navy internal communications.

Ensure the Directorate has procedures in place to comply with Navy corporate policies and directives (e.g. Information Knowledge and Data, Business Continuity). This will include monitoring associated mandatory training take up.

Represent & secure Directorate requirements for corporate provision of facilities – e.g. desk allocation/ IT.

Establish & run governance to support pan-Directorate business management decisions, including securing relevant data to inform decision making.

Line management of the Business Management Team (mix of SEO/HEO support).

Person specification

Experience:

  • Experience of delivering business or corporate management activities.
  • Experience of budget management.
  • Experience of drafting new procedures and communications.
  • Experience of matrix management of teams.
  • Experience operating working with a mixed workforce (civilian, military or operational, contractors)
  • Proficient with M365 Office tools.

  • Experience of establishing a new business management function.
