R&R Client Team

The Restoration & Renewal (R&R) Programme has a mandate from both Houses of Parliament to preserve the Palace of Westminster for future generations and ensure the safety of all those who work in and visit the Palace, now and in the future.

The R&R Client Team is a new Joint Department which acts on behalf of both Houses of Parliament, and formally on behalf of the Clerk of the Parliaments and Clerk of the House.  Its role is to ensure that the requirements and benefits of R&R are clear, to instruct the independent Delivery Authority in its work, and to scrutinise work on the programme to ensure value for money.

It has a crucial role in developing the case for R&R, engaging on this and securing political and wider agreement on the strategic delivery of the programme.  This is an exciting time as we have new Governance arrangements reporting to a Client Board (the Commissions of each House meeting jointly) and working through a new, highly performing R&R Programme Board including extremely senior political and external membership.

Job description

We have an exciting opportunity to join our Business Case and Strategy team as a Strategic Development Manager.

The team is a small and energetic team, responsible for the development and management of the programme strategy including necessary business cases, strategic objectives and plans, requirements and benefits management.

You will play a significant role in delivering the restoration and renewal of the Palace of Westminster. You will develop strategies for all phases of the programme, including strategic objectives and plan, taking account of the Parliamentary Estates strategy.

Some of the responsibilities for this role include:

  • Create a vision for the Programme to provide focus on the key objectives based on the priorities of Parliament through liaison across parliamentary teams and the programme board.
  • Work with the Delivery Authority and parliamentary teams to develop programme strategies to deliver the strategic objectives and to align with the Programme vision.
  • Work with the Delivery Authority, Head of Risk and stakeholders to forecast, exploit and/or mitigate future strategic opportunities or risks to ensure the programme strategy remains fit for purpose based on changing conditions in the programme environment.
  • Work with the Delivery Authority and Parliamentary teams to create, implement and maintain the strategic roadmap. This includes major milestones and interactions between projects impacting the R&R programme to ensure dependencies are recognised and managed.
