Job description

The successful candidate will join the DfE Communications Directorate– working on one of the most high-profile policy areas in DfE. You will be part of the central communications team of specialists including planners, insight & evaluation experts, strategic communicators and media specialists.

About the role:

The role will give you an exciting opportunity to operate at the very heart of government.

You will be part of a campaign team working on the Early Years reform programme, working on parent-facing communications.  You will support a programme of strategic communications activity, working closely with colleagues across government, as well as with ministers and sector stakeholders, to raise awareness of the support available to parents.

The role will focus on the delivery of multi-audience communications strategies, using a range of paid-for advertising channels as well as supporting low and no cost activity.  You will be required to get to grips with complex policy and knotty delivery challenges and translate these into clear communications products.  You will support the development of integrated communications plans, using a mix of paid, owned and proactively earned channels and work to show what impact communications have had toward delivering the objectives.

You will have creative capabilities to help design and create content and copy, supporting the delivery of longer term paid-for marketing and behaviour change campaigns.

You will need good analytical skills to keep track of performance, optimising what works well and building in insight from stakeholders into future activity.

You will have good political awareness and excellent judgment and be confident and comfortable influencing others. You will be able to work collaboratively and at pace across communication, policy and external agency delivery teams.  

It essential that you are confident building effective proactive relationships with key internal and external stakeholders, including media buying and production agencies, with strong interpersonal skills and an ability to develop partnerships and secure advocacy to support communications activity.

Person specification

Essential Criteria:

  • Experience of delivering high profile, integrated communications campaigns, particularly using paid-for channels.
  • Experience of working with external agencies; developing briefs and developing content for paid advertising.
  • Skilled in applying audience insight to develop and improve activity across all channels and tailor messages to target audiences.
  • Ability to think creatively, with experience in a range of implementation tactics.
  • Ability to deliver at pace, with good organisational skills.
  • Experience in managing web content, working with external suppliers to enhance and optimise information.
  • Experience in managing campaign budgets.

Desirable Criteria:

  • Skills in graphic design and content creation.
  • Experience of working on complex policy areas.

Desirable criteria will only be assessed at interview, in the event of a tie break situation, to make an informed decision.

Terms and conditions of candidates transferring from ALBs and NDPBs

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.

Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
