As a Statistical Advisor, you will ensure the Trade Remedies Authority (TRA) is able to utilise trade related data.  You and your team will acquire and utilise trade data to deliver key monitoring insights that can help shape future TRA related activities. This means getting the right data to the right teams at the right time. 

You will have the opportunity to use your experience, knowledge, and leadership skills to help the TRA draw out key insights from our large datasets by statistical and data science techniques. 

You will have opportunities to undertake discrete pieces of work that draw on your skills as a statistical advisor at the TRA, such as shaping our future data strategy. You will also have the opportunity to work together with Digital colleagues to help evolve how the TRA works with data, engaging with our Data Work Programme and Digital Vision. 

You will be leader to your team and the organisation by utilising and sharing your experience as a statistician to improve how the TRA works with and disseminates its evidence and data. 

You may also undertake a variety of projects run by the analysis team, including broader trade remedies related work. This may include being temporarily embedded in one multi-disciplinary case team to develop insight in how data affects our core organisation function. Case teams deal with one specific trade remedies investigation and are composed of staff from investigations, verification, policy, legal and analysis; reporting to a Lead Investigator. 

You will be based within the Data & Monitoring unit within the broader analyst unit, reporting to the G6 Head of Unit and play a key role in shaping the unit and how it can support the TRA. 

The analysis function at the TRA consists of three units: one Data & Monitoring unit made up of statisticians and researchers, together with two economics units. These three units report to the Chief Economist who is responsible for the analytical function. 

Job description

To succeed in this role you will: 

  • Collaborate with HMRC to manage TRA’s access to import microdata, including working on and maintaining the data pipeline and data sharing agreements.
  • Ensure TRA investigation case teams can access necessary trade related data.
  • Apply different analytical and data science techniques to trade data to monitor the effectiveness of TRA trade measures.
  • Lead and support the team in developing ways to automate data and statistical reporting processes. 
  • Ensure analysis is appropriate, clearly communicated, in both writing and verbally, to stakeholders of different backgrounds and follows best practice in quality assurance.
  • Build trusted relationships with colleagues within case teams and external stakeholders and work collaboratively with them to develop TRA standards, capability and evidence base.
  • Provide TRA teams with professional support through upskilling teams in best practice in data, visualisation, and dissemination.
  • Manage and lead your team in delivering your team’s and broader organisation’s objectives.

  • Effectively communicate research, evaluation and analysis to colleagues of all backgrounds
  • Be able to provide leadership and governance for large projects
  • Work collaboratively as part of multi-disciplinary teams and across different organisations to deliver evidence-based decision making 
  • Can prioritise resources effectively, managing concurrent projects and deadlines 
  • Deliver analytical or data science projects using big datasets

Essential skills: 

Technical Qualification : Degree in a subject containing at least 25% taught statistical content, or a higher degree in a subject containing formal statistical training, or have worked in a statistical or data science field for a minimum of two years with accompanying continuous professional development of expected skills outlined in the Government Statistician Group competency framework. 

Experience in working with and managing large complex datasets.

Experience in leading, conducting, and delivering statistical or data projects.  

Experience in working with both senior and junior colleagues across teams and organisations, effectively delivering collaborative outcomes. 

A track record in effectively planning and managing multiple work programmes, utilising your team to deliver effectively, and seeking resources to ensure delivery.  

Desirable Skills: 

Willing to learn and develop knowledge and skills about trade remedy investigations, applying WTO guidance and UK trade remedy policy and legislation to casework.

Knowledge or experience in coding languages (e.g. Python, R) and database languages (e.g. SQL).

Knowledge or experience in Statistical Code of Practice. 

Knowledge or experience in applying data disclosure control methods. 

Experience with HMRC trade data.
