Job summary

Join Ofgem as a Stakeholder Engagement and Communications Manager to play a key part in the decarbonisation of the GB economy. Ofgem works to protect energy consumers, especially vulnerable people, by ensuring they are treated fairly and benefit from a cleaner, greener environment.

As a Stakeholder Engagement and Communications Manager, you will manage and build relationships with Delivery and Scheme’s external stakeholders to support delivery of the portfolio of renewable energy schemes and social programmes that Ofgem administers.

The Delivery and Schemes directorate administers a range of environmental and social schemes on behalf of government and the devolved administrations, which collectively are worth over £10 billion per annum. Our schemes fall into three main categories – renewable electricity schemes, renewable heat schemes, and energy efficiency and social schemes.

As part of this role, you will develop stakeholder engagement strategies to support the work Ofgem does to administer renewable energy and social programmes. You will also facilitate stakeholder mapping and prioritisation as part of Delivery and Schemes' wider strategic planning and targeting.

We are looking for a candidate who can play a proactive role in maintaining and building Ofgem’s reputation through effective stakeholder engagement. You will be an essential member of a busy team with multiple projects and priorities with no two days being the same. You will be developing and delivering stakeholder engagement plans including managing stakeholder meetings and other engagement forums including organising webinars, managing mailouts, evaluation and reporting. This role plays a proactive role in maintaining and building Ofgem’s reputation through effective stakeholder management.

Key Responsibilities

  • Build effective and proactive relationships with key organisations to support Delivery and Schemes’ objectives.
  • Deliver Delivery and Schemes strategic engagement strategy. Pulling together multiple strands of policy into one coherent engagement strategy.
  • Develop stakeholder handling and engagement strategies for high-profile and often controversial issues.
  • Ability to influence senior internal and external stakeholders.
  • Create and manage appropriate stakeholder forums and events, setting upcoming agendas working with external stakeholders and developing material with relevant policy teams.
  • Identify stakeholders via stakeholder mapping, gather intelligence and analyse effectiveness of external engagement to help inform current and future engagement.
  • Champion engagement principles and best practice to improve the quality of stakeholder engagement across Delivery and Schemes#.
  • Support the Senior Stakeholder Engagement and Communications Manager on other activities required to deliver the portfolio of work.

 Key Outputs and Deliverables

  • Relationship management of strategic external stakeholders.
  • Develop, implement and evaluate external stakeholder engagement and communication strategies.
  • Ownership and management of a stakeholder matrix to plan our engagement and effectively target stakeholders.
  • Develop the Delivery and Schemes programme of stakeholder engagement.
  • Co-ordinate and manage all communications with external stakeholders to land key messages.
  • Track, monitor and report on external engagement work.

 Essential Criteria

  • Experience of devising and delivering strategic communication engagement plans through effective relationship management (LEAD).
  • Experience of working in a stakeholder management/ engagement role.
  • Excellent communications skills and an ability to produce high quality written materials.
  • Excellent organisational and prioritisation skills and the ability to plan and deliver high profile events to short deadlines.
  • Confidence to work alongside senior leaders with the ability to influence others.
  • Proven ability to prioritise and manage competing demands.

Desirable Criteria

  • Experience of developing and implementing a stakeholder engagement strategy.
