Transport Scotland is the national transport agency, seeking to deliver a safe, efficient, cost-effective and sustainable transport system for the benefit of the people of Scotland, playing a key role in helping to achieve the Scottish Government’s Purpose of increasing sustainable economic growth with opportunities for all of Scotland to flourish. The Smart and Integrated Ticketing (SIT) and Payment Programme is part of the Bus, Accessibility and Active Travel Directorate and delivers integrated smart ticketing, payment and travel data and information activities across all public transport in Scotland, covering national and regional schemes and projects, policy and legislative measures. It aims to increase use of sustainable public transport by modernising ticketing and payment services and improving public transport travel information. We are now seeking 2 Smart Delivery Project Managers to join us to support delivery of national smart ticketing projects, smartcard and mobile application developments, as well as improvements to the back office and transaction systems that are used by the majority of public transport operators, and public sector delivery partners, across Scotland on a daily basis.  These roles will have a focus on delivering projects that will implement open data travel planning services for Scotland, driving continuous improvement where possible.   An additional focus will also be to lead projects that will support this objective by joining up travel using new and existing smart ticketing solutions.  In addition, the roles will also have a focus on delivering projects of a smart ticketing nature that will support the delivery of the National Concessionary Scheme for Scotland. By modernising and making access to public transport easier and more convenient, the SIT programme aims to encourage model shift to more sustainable public transport and reduce car journeys, delivering against key Government objectives to lower carbon emissions and take climate action. As such the role is currently part funded by the Low Carbon Travel and Transport Programme under the European Regional Development Fund (ERDF) but as a permanent position will continue after this funding route is closed in December 2023. This post is part of a small programme delivery team, which works to agile and waterfall methodology to deliver complex projects. You will report to the Senior Project Manager to identify work priorities for the programme and wider concessionary travel unit, and be responsible for delivering smart schemes projects, often coordinating multiple workstreams.

 At this role level, you will:

Possess a suitable qualification in Project Management

 

Essential Criteria

1. Experienced in successfully project managing complex and challenging digital, smart or technical projects, ideally in a public sector environment, demonstrating relevant project management techniques 

 2. Experienced with working with a range of internal and external stakeholders, ensuring cohesive delivery against multiple agendas and / or policies, and prioritising own and project workload and competing priorities

3. Ability to deal with challenges, whether technical, stakeholder impact or internal policies, and showing sound judgement for escalation, or incorporating additional skills or resources when required

4.Demonstrate sound analytical skills, with the ability to translate technical or digital detailed requirements into plain English and effectively communicate project requirements and outcomes to different audiences, including senior management.
