Information & Technology Services (iTECS) is a Division within Scottish Government and part of Digital Directorate. It is headed by the Deputy Director for Digital Operations and has responsibility for delivering corporate ICT (Information and Communications Technology) services for the Scottish Government and over 50 other government bodies as a shared service; approximately 22,000 customers.

The post could be undertaken as a full-time role or by a non-standard working pattern. The role will be part of the DDaT professional group.

Job description

HOW WILL I SPEND MY TIME?

As a service owner, you are responsible for the quality of your service; taking a portfolio view, bringing together a large virtual team of colleagues from different areas to design, build, deliver and manage end-to-end services that include multiple products and channels. As a service owner, you are responsible for the quality of your service. The service owner works with an agile, multi-disciplinary team to deliver a design-led approach from the start, bridging traditional disciplines and team structures to bring together virtual teams with a shared goal.

You will be required to work laterally across your organisation and assume collective responsibility for shared divisional and wider directorate priorities. Service Owners are empowered to make decisions on their services. You will belong to the Products and Delivery practice family and be expected to support the development of it.

At this level, you will:

  • Make sure the necessary business processes are designed, developed, and followed in line with the organisation’s Digital Strategy.
  • Establish and participate in the governance of the service, including acting as a point of escalation for the delivery teams.
  • Build and flex the capacity and capability to deliver a service,
  • Take the lead in ensuring policy makers and service delivery work together throughout the design, build and delivery of the service.
  • Own or manage the budget and allocate funding to areas of the service based on your decisions about priorities.
  • Communicate the benefits and performance of your service.
  • Ultimately be responsible for the successful delivery and continuous improvement of the service.
  • Contribute expertise to the Service Owner community

Your main responsibilities will include:

  • Coach and lead teams in Agile and Lean practices, determining the right approach for the team or the project.
  • You can think of new and innovative ways of working to achieve the right outcomes and build consensus with stakeholders for your proposed approach.
  • You can act as a recognised expert and advocate the approaches proposed, continuously reflecting on the work of the team, and constructively challenging them to improve processes and delivery.
  • You can demonstrate an advance understanding of design, technology and data principles and you can apply these to your service area.
  • You can identify and implement solutions for assisted digital.
  • You can identify the different digital, data and technology (DDaT) roles that are required to support your service and can apply knowledge to work with the staff in these roles.
  • You can develop an Agile business case and own and iterate it throughout the product life cycle.
  • You can develop benefits with others within the portfolio.
  • You can understand the granularity of financial costs per sprint and the value delivered.
  • You can apply experience in multiple parts of the product life cycle.

QUALIFICATIONS

ESSENTIAL CRITERIA

  1. Proven experience in directing digital projects or programmes relating directly to Identity and Access Management using cloud platforms, developing long term vision and objectives and their articulation into credible business cases that align with the strategic direction and priorities of Scottish Government or another organisations as well as developing roadmaps and delivery plans on time and on budget through clear leadership and decision making with agile development teams.
  2. You can provide multiple examples of leading agile teams through the distinct phases of a product lifecycle to deliver large-scale Identity and Access Management digital projects or programmes which have significant user requirements, business, and technical challenges and/or the need for cross-siloed thinking, maximising the opportunities offered by digital technology.
  3. Proven ability to motivate self-organising agile teams, delegate decision making to the most effective level, and empower teams to deliver to the best of their abilities and managing the expectations of stakeholders with conflicting needs and demands, engaging with senior stakeholders, and developing a pipeline of customer adoption. You have excellent analytical skills to understand the problem space your service exists in, and can use these skills to set, communicate and build consensus around a vision for your service and its continuous improvement.
  4. You have excellent communication skills which you can use to build successful relationships with senior stakeholders to ensure that decisions are understood and accepted by the organisation, to ensure delivery.
