Job summary

The role sits in the Planning Infrastructure division in the Planning Reform and Housing Quality Directorate. The division is currently leading work across Government to deliver system wide reforms to the Nationally Significant Infrastructure Project (NSIP) planning process that were announced in the NSIP Reform Action Plan (February 2023). This includes identifying and delivering policy and operational changes that could halve the time it takes for major infrastructure projects to receive a development consent decision.

This ambitious change programme is about working in partnership across Government and with delivery agencies to improve processes and ensuring these work for our wide range of stakeholders who engage with them. Our programme supports critical Government ambitions around net zero, energy security, and levelling up through the delivery of critical national infrastructure.

Our key stakeholders include: the Planning Inspectorate, senior Ministers and officials across Government, developers and promoters of major infrastructure schemes, communities in which planning consent is sought, and Government bodies such as Natural England, the Environment Agency, and the National Trust, which are statutory consultees in the planning process.

We currently have a permanent vacancy for a project or programme manager in the NSIP team. Reporting to the Head of Cross-Government Delivery, you would be leading on ensuring that the key Government objectives such as Net Zero and Energy Security can be facilitated through robust project delivery methods. Specifically, this involves supporting the governance and reporting arrangements of high-profile boards with Ministers and Deputy Directors; acting as a key PMO point of contact for our cross-Government delivery partners; ensuring plans are developed and continuously monitored, including dependencies and interdependencies between key deliverables and effective risk management.

You will also support the monitoring of programme financing and budgeting; and help to upskill the NSIP team, as well as our delivery partners in PPM expertise. You will work closely with the Planning Inspectorate, key policy Departments, and Defra Arm’s Length Bodies to understand their work packages and provide oversight of deliverability.

Job description

To support the Head of Cross-government delivery in developing and maintaining project delivery oversight for the entire cross-Government reform programme as set out in the NSIP reform action plan, through: 

• Governance and reporting – co-ordinating project returns and ensuring high quality reporting to Ministerial and Deputy Director level boards, which includes updating project performance reports, for which proficiency in Microsoft products is needed

• Planning and scheduling – advising and supporting policy teams to ensure effective planning and scheduling.

• Stakeholder Management – Manage and engage with a wide range of internal and external stakeholders.

• Financial control – working with finance leads, support the management and reporting of programme spend.

• Administration – Ensure organisational tasks are carried out efficiently.

Person specification

For this role you should have proven experience of working on high risk or complex programmes or projects. You will have enabled the successful delivery of project outputs and outcomes through the application of strong project methodologies, including project reporting, planning/scheduling, risk, and issue management.

SEO salary 

  • The salary for this role is £42,208 (London) or £38,732 (National). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.

Internal Fraud Database 

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
