Job description

The Matrix Programme is a transformation initiative involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for Health and Social Care, Department for International Trade, Attorney’s General Office, and HM Treasury. It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance and Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team enthusiastic about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy!

We will deliver the Government's three overarching objectives for shared services:

1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.

2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.

3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

We are currently seeking two roles in our team, one as Governance manager and the other as Assurance manager with the opportunity to work across both.

Governance - Work with senior roles to draft board agendas, keep log of board decisions and owners, work with decision owners to provide report updates, analysis of data and presentation at various Matrix boards. Ensure appropriate governance arrangements for effective running of the Programme, with escalation routes and accountabilities made clear.

Assurance - Develop and maintain documents and processes that enable the independent assessment and confirmation that the programme is on track.

Monitoring - Manage project/programme controls, reporting to different stakeholders about project/programme statuses. Manage effective transitions between phases of the projects/programme.

Planning - Ensure systems are in place to enable effective planning and to integrate those planned activities throughout the lifecycle of the programme. Ensure all management documents are updated and available for review.

Reporting - Ensure corporate reporting requirements are met. Ensure the programme reporting process feeds into the programme’s main boards, working with workstream leads and project managers and the Reporting Lead within the Programme Management office. By working with external stakeholders and others, that it is being appropriately managed and that its activities and business rationale remain aligned to the organisation’s objectives.

Stakeholder – Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for Assurance-related matters. Providing guidance and support to our external stakeholders as they conduct reviews and assessments of the programme’s processes and capabilities.

Results/Actions – Ensure that agreed actions are implemented, and that any lessons learned are applied to future change initiatives.

Undertake any other grade appropriate tasks to assist the Governance and Assurance Lead and Head of PMO and the wider programme team.

Person specification

The PMO role provides experience, support and insight to the programme leadership team and acts as the source of all project information and metrics.

You will have a confirmed background in PPM methods with an eye for detail to make sure things happen when needed. You will need excellent interpersonal skills for presenting updates to different audiences. If you thrive in periods of transformation, then this is an exciting opportunity for you.

Skills and experience

The ideal candidate will have:

  • Effective communication and engagement skills – the PMO supports a wide range of activities, building and maintaining relationships with colleagues at all levels, offering constructive challenge when required.
  • Prioritisation skills – the ability to manage multiple work activities and to change priorities quickly as required.
  • Good drafting skills – there will be a need to build new documentation and regularly review existing products in line with good document management practices; our Steering Group is made up of Chief Operating Officers hence written communication will be key.
  • Background in a Programme/Project environment; particularly in Governance.
  • Applicants will ideally have experience of working in a shared service environment, but this is not essential to the role.
  • Previous involvement in a PMO, Corporate Services, particularly HR, Finance, Procurement or Digital would be useful but is not a requirement.

It would be desirable to hold one of the following qualifications: P3O (Portfolio, Programme, Project Office) Prince2 Practitioner APM Project Management Qualification.
