Job summary

Ofgem works on behalf of energy consumers to ensure that every household and business in the UK can rely on a safe energy supply. As a Senior Technical Business Analyst, you’ll be working as part of a multi-disciplinary team. This is a fantastic opportunity to deploy your technical skills in a fast-paced environment and learn and develop new skills. Acting as the interface between key stakeholders and our teams you’ll be coordinating with our digital teams to analyse, define and document store user needs and identify future requirements for the organisation.   
 
As well as this you’ll support product owners in maintaining a healthy product backlog and collaborate with a full project team to enable effective and efficient product development that’s user-centric. Together, you’ll complete a detailed analysis of user journeys and translate these into ‘user stories’. These are used to scope and define users’ needs as well as technical requirements for the project team.  
 
With experience as a technical facilitator, you’ll be comfortable guiding groups through structured workshops. Your communication and interpersonal skills will be key to your success as you challenge the status quo and innovate new ways of working. Excellent at building relationships, you’ll work flexibly and collaboratively with a variety of product owners and colleagues. Your experience as a Technical Business Analyst in an AGILE/SCRUM team, paired with a firm understanding of translating business needs into technical requirements will ensure you thrive.

Job description

We are building our digital capabilities to support our objective of providing best-in-class digital services to Ofgem, the energy regulator for Great Britain. Ofgem works to protect energy consumers, especially vulnerable people, by ensuring they are treated fairly and benefit from a cleaner, greener environment.

We require the skills of a Senior Technical Business Analyst to join our DDaT profession to help deliver exciting digital transformation initiatives and support ongoing critical business functions within Ofgem.

You will have a strategic mindset that allows you to analyse business problems and recognise opportunities to deliver business improvements. You will be fluent in discussing data ingestion, transformation and representation. You will be adept at conducting root cause analysis to get to the heart of any issue. You will be skilled at drawing out complex business needs through a variety of mediums and turning them into well-defined requirements for both technical and non-technical audiences.

You will be skilled in analysing IT system capabilities and can model technical requirements. You can work with other digital professionals to develop apps, identify functionality gaps, and assess the impact of software changes. You can formulate strong business cases using data driven insights to support your recommendations.

Key Outputs and Deliverables

  • Impact analysis of proposed work and prioritisation of work stack based on this.
  • Comprehensive gap analyses based on assessment of existing business processes alongside detailed requirements for new processes
  • Functional, non-functional, data and usability requirements and business rules, established with key business users.
  • Requirements, modelled and documented, and translated to work items in the required structure for development teams to take forward.
  • Acceptance criteria, defined with the Product Owner and SMEs.
  • Options appraisals where analysis of work-flow leads to multiple possible strategies for facilitating business processes.
  • Clear definitions of change scope, with identification and prioritisation of new requirements or change requests as they are raised throughout project.
  • Support of business users and the testing team during user acceptance testing and rollout.
  • Quality assurance and maintenance of key requirements documents & specifications.

 

 

Person specification

  • Extensive experience in requirements analysis and process definition in a digital, data and technology environment. (LEAD)
  • Experience visualising, modelling, and documenting business processes (LEAD)
  • Experience in successfully managing and implementing change.
  • Experience in identifying opportunities for business performance improvement.
  • Strong stakeholder management skills, the ability to clarify needs and commitments through consultation and consideration of consequences while focusing on user and business needs.
