The Cabinet Office is undergoing a significant digital & technology transformation.  Over the next three years we aspire to make UK Government digital services the best in the world, meeting or exceeding the benchmark set globally by the best public or private sector standards. For us to meet this ambition we are aiming to further improve the conditions, processes and expertise we have in place to be set up for success. This means we need to go much further and faster and strengthen the delivery of Digital, Data and Technology (DDaT) in government. 

To support these ambitions we have established Cabinet Office Digital, a directorate for the Cabinet Office to build on existing strengths.  Cabinet Office Digital works to six principles :

Cabinet Office Digital provides, maintains and supports the IT services (hosted and public cloud IT infrastructure, telephony, network security, internet connectivity, local area networks, WiFi, end-user devices, cloud capability and full software portfolio) relied upon by our user base of over ten thousand, includes the Cabinet Office, Crown Commercial Services, Government Property Agency and a number of Ministers.

Job description

If successful, you will join Cabinet Office Digital initially as part of the Falcon Transformation programme as the Senior Business Change and Technical Manager, and act as the Deputy programme manager. On completion of the Falcon programme, your role will move into the wider Digital Cabinet Office portfolio group.  You’ll be adept at delivering agile projects, breaking down barriers for your team, developing plans and getting into the details to make things happen when needed.

You will be core to decisions that build high-performing teams, where people are excited about the work they are undertaking. You will work alongside a team of Delivery Managers, Business Analysts and Network Operation Engineers.

This role will initially focus on delivering the Falcon programme benefits which aims to deliver across 2 workstreams, over the next 2-3 years.  Firstly, a modern, secure, and cost-efficient official IT platform to all users across the Cabinet Office and its wider 40 organisations. Secondly, migrating away from Google to M365 productivity suite. Falcon is the Cabinet Office’s priority digital programme. 

The programme will work with commercial technology partners in-house Falcon and internal Cabinet office resources to deliver business outcomes. The Falcon team leads on and steers the programme through the range of governance assurance and approvals, whilst coordinating overall activity between users, Cabinet Office Digital and the commercial partners.

You will report to the Programme Director.

Main responsibilities

  • For the Falcon Programme: Provide service and technical solution oversight, coordination and leadership to the Falcon Working Groups to ensure all aspects of the programme are co-ordinated for a successful transformation.
  • Act as the Deputy Programme Manager and stand in for the Programme Manager or Programme Director as required.
  • Working closely with the internal technology teams, programme teams, business units, user communities and a complex array of supply chains to deliver a high-quality technology transformation programme.
  • Own the Falcon programme benefits case, tracking and demonstrating the programme benefits are realised. 
  • Work with Programme Manager, Communications and Change Management lead and wider stakeholders to act as a single point of contact and coordination point for Business Units for the Falcon programme applying change management best practice.

Post Falcon, your responsibilities will align with the technical competencies described in the attached Project Delivery Capability Framework

Person specification

It’s essential that you have:

  • Demonstrable leadership skills and the ability to set the direction and priorities and lead teams and users through change
  • Line management experience
  • Experience in organisational service and solution development and its implementation
  • Proven experience in delivering complex IT infrastructure-related and/or enterprise technology projects and products
  • Proven experience using a range of Waterfall, Agile and Lean tools and techniques and identifying delivery methods to be used.
  • Experience of developing business cases in the public sector.
  • Proven experience balancing multiple priorities and dealing with ambiguity.
  • Proven experience of the theory and practical application of change management practices.
  • Experience in matrix-managing multi-disciplinary teams, working independently and collaborating with other teams.
  • Experience in contributing to the management of supply chain providers as part of technology programmes
  • Experience in managing products and services through the different phases of a project life cycle.
  • Experience of creating a positive culture , motivating and managing both the people and the delivery flow for the team.
  • Ability to communicate at all levels to effectively ​​facilitate difficult discussions within the project team and  with a diverse range of senior stakeholders.

It’s desirable that you have:

  • Large scale migration
  • Demonstrable knowledge of the public sector and government processes. 
  • A recognised project or programme management qualification (e.g. PMP, SCRUM Master, Prince2, MSP etc.) or equivalent qualification
  • Familiarity with the Government Major Projects Portfolio (GMPP) governance requirements and/or processes from the Infrastructure and Projects Authority (IPA)
