Job summary

Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology. 

The Department faces significant challenges and can change rapidly in the global environment in which we operate, making this one of the most exciting and stimulating Government Departments in which to work.

This is a specialist role based in the Home Office Tax CoE team and will provide a detailed advisory, support and delivery function covering VAT, IR35 and Direct tax. In addition to delivering for the Home Office the post holder will need to engage and work in partnership with colleagues across Government Departments which may involve working collaboratively with HM Revenue and Customs and HM Treasury. Tax queries are often technical and complex in nature. 

Job description

The post holder will work within a highly skilled tax function within the Home Office and will be tasked with delivering internal tax services from ensuring the accuracy, timely completion of statutory returns that adhere to current tax/VAT legislation to providing a professional tax/VAT advice service to the wider business including upskilling those that do not have a tax background. 

The post holder will identify potential sector-wide risks and feed these into the TCoE to ensure wider, cross-sector tax compliance. This role will involve interpreting and preparing guidance and providing clear communications on technical issues which are often challenging and complex in nature.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity.  Applicants can request further information regarding how this may work in their team from the Vacancy Holder (see advert for contact details). 

Due to the nature of the role, this post is available on a full-time basis only and with the possibility of compressed hours. 

Person specification

The successful candidate will be a motivated self-starter who relishes a challenge and has a proven track record of delivering a high quality service at pace. They will be adept at building and maintaining strong relationships with key stakeholders and be adaptable to support the wider corporate activities of the Tax CoE. 

The successful candidate will proactively seek out learning and development opportunities to build on Civil Service skills and behaviours.

Essential Skills

•    A good working knowledge, experience and understanding of Direct Tax and VAT.
•    Ability to build and facilitate successful working relationships with both internal and external customers.
•    An understanding of taxation around off payroll engagements 
•    Strong written and oral communication skills including the ability to translate complex rules into guidance that can be understood across the business and disciplines.
•    Ability to influence and challenge senior stakeholders.
•    Ability to assimilate complex information from both internal and external sources and to provide accurate, complete and timely advice and guidance.
•    Ability to manage competing priorities and work to demanding timescales.
•    Willingness to develop further expert knowledge in Tax and Finance in Government departments.

Desirable Skills

•    A good understanding of tax and VAT within government departments, a working understanding of Corporation tax and familiarity with Oracle systems and accounting would be useful, but not a necessity.
•    A professional Finance and/or Tax qualification is not essential but would be welcome.
•    Good Excel spreadsheet and data manipulation skills.
