Job summary

We are looking for someone with excellent strategy skills to join the Housing Supply Strategy Team. This role is an exciting opportunity to help to improve the lives of many in the UK, addressing the chronic undersupply of homes in this country. Increasing housing supply, of the right types and in the right places - and balancing this against other critical priorities to protect the environment and ensure homes are decent and safe - is core to this department’s mission. The Housing Supply Strategy lead will have oversight for the Government’s overall strategy to increase housing supply.

The Housing, Markets & Strategy Directorate sits at the heart of the department’s Regeneration, Housing and Planning Group. The Directorate is responsible for some of the most high-profile issues across Government, including delivering the homes the country needs. Job description

  • Ministerial and Director support through provision of high-quality, confident and strategic advice in writing and in person
  • Development of team members in support of a high performing, responsive and inclusive team.
  • Leading a high performing team to deliver quality briefings on supply strategy and parliamentary business relating to the Government’s two housing supply commitments: to deliver 1m homes this parliament and 300,000 homes a year
  • Relationship lead with policy teams to understand and inform direction for housing supply strategy
  • Leading the governance for, and tracking of, manifesto commitments
  • Working closely with analysts to identify, scope and look to fill evidence gaps relating to housing supply and its impact, to supplement the existing insights the Department generates from our housing market modelling
  • Generating agreement across the department on the best strategy and interventions to meet the 300,000 homes ambition, including how the package can support key market outcomes including improved affordability of both house prices and rents, tackle homelessness pressures and deliver the types of places that people want to live
  • Oversight of the Government’s overall housing supply strategy - including futures thinking and horizon scanning to establish data, evidence and stakeholder insight to gain a detailed understanding of the emerging trends to achieve Ministers’ objectives

Person specification

We’re looking for an excellent strategic thinker who is willing to tackle complex problems, think creatively about solutions, and is confident in communicating both in writing and verbally. The work is high impact, fast-paced and requires close working and regular contact with senior officials, Ministers and other government departments to deliver our housing objectives.

Key criteria include:

  • Motivation and willingness to contribute to an inclusive and friendly working environment.
  • Excellent written and verbal communication skills and ability to articulate complex issues and options in a clear, succinct and evidenced way.
  • Creative problem-solving skills, including the ability to use data to evidence to understand what drives a problem and develop creative recommendations.

  • Ability to get up to speed quickly on policy areas and comfort in being a challenging voice with teams across the department.

Grade 7 salary 

  • The salary for this role is £57,091 (London) or £51,934 (National). 
  • For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.  

Please note that the average employer pension contribution is based upon the National minimum salary for this role. Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. If you are a Secondee, this will not apply as you will remain on your home organisation’s terms and conditions.

Internal Fraud Database 

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
