International Group

Do you want to advise ministers on promoting and protecting the UK’s economy and its competitiveness internationally in a fast-changing environment?  If so, read on!

International Group provides opportunities to work on areas including - spending control on international development, trade policy, climate change, health, cooperation on Ukraine, economic security, financial sanctions and tackling illicit finance.  We also manage economic relationships with Europe, US, China and other advanced economies and emerging markets.

We build relationships with external and international partners and represent the UK in a range of international groupings and institutions, including the G7, the G20, the International Monetary Fund and at some of the Multilateral Development Banks. We also analyse international comparisons and the wider global economic context, including for fiscal events.  Although international travel is an important part of some roles, it is not required for every role in the group and will be specified if required.  

Office of Financial Sanctions Implementation

Office of Financial Sanctions Implementation (OFSI) has been operational since March 2016 and we have quickly established ourselves as a world-leader in financial sanctions, a key area of financial, foreign and national security policy.

HM Treasury implements financial sanctions in the UK. OFSI, part of HM Treasury, fulfils this role on its behalf. We lead on the implementation of UN and UK financial sanctions and domestic terrorist asset freezing, providing a high-quality service to the private and charitable sectors, and guidance to help them follow the law. We works closely with law enforcement, intelligence agencies and strategic policy colleagues across Whitehall and beyond, to help ensure that financial sanctions are accurately understood, implemented and enforced. OFSI has important partner relationships in the regulated financial services sector, the primary implementers of financial sanctions, and is an integral part of the sanctions’ community worldwide.

We currently have c.30 financial sanctions regimes, including sanctions relating to Russia, North Korea, Iran, Syria and Libya. Approximately 3,000 individuals and entities are targets of sanctions. We also implements domestic terrorist-asset freezes under the counter-terror legislation.

Robust enforcement of financial sanctions helps to maintain the integrity of and confidence in the UK financial sector, a priority for the Prime Minister and the Chancellor. We have strong powers, including to impose monetary penalties. We are in the front line in the fight against this serious crime.

About the Job 

Are you interested in economic crime and foreign policy? Do you enjoy learning about complex topics, gathering information from different sources, helping others to understand difficult concepts or deciding what to do next in tricky or unclear situations? Would you like to work in an area of growing strategic importance, within a friendly team which is always developing new processes and seeking to improve the way we do things? If so, we might have just the role for you!

You will join OFSI’s Governance and Strategy team which:

  • Supports OFSI’s strategic planning and implementation, providing a programme management function.
  • Plans, develops and implements professionalisation and learning and development programmes across OFSI.
  • Leads on strategic risk assessment, reporting and corporate reporting.
  • Leads on management information and performance monitoring for OFSI.
  • Provides secretariat services for the cross-Whitehall OFSI Governance Board.

You will have opportunities to support work across all these areas, although the role will primarily focus on managing OFSI’s risk management and take a leading role in coordinating the OFSI governance board secretariat, supporting a cycle of quarterly boards. An interest in risk and governance or associated fields is therefore highly desirable.

This is an exciting, fast paced, diverse role, that will provide you with opportunities to work on high profile financial sanctions issues. Experience of working on financial sanctions is preferable, however, this experience is not essential. We are keen to receive an application from you if you have the right set of skills for the role and have the ability to quickly develop an understanding of the complexities and sensitivities of this areaa.

Key responsibilities of the role will include:

  • Governance Board - Arranging OFSI’s quarterly governance boards. Planning board attendance and timeframes, commissioning, collating, drafting and distributing papers to the board, produce board minutes and follow up actions.
  • Risk Management - Managing OFSI’s quarterly risk return. Coordinating and managing OFSI’s internal risk register for the senior management team, ensuring it is effectively updated. Further developing risk management processes and procedures to support ongoing operations.
  • Line Management - Managing one range C, whose role will focus on project managing the development of OFSI’s management information, aligning it with OFSI’s strategy roadmap and ensuring quarterly management information data dashboards are commissioned, produced, and included with governance board packs.
  • Strategy - Facilitating ongoing updates to OFSI’s strategy roadmap and maintaining delivery planning. Supporting the branch range E and other team members in considering future direction of the team, strategic planning and feeding into spending reviews.

You will be expected to be flexible in working across the branches other portfolios where needed.

We have a strong team ethos that encourages working collaboratively with each other. There will be opportunities to design and lead on projects which help to shape the future orientation of sanctions regimes.
