The Research Workforce and Training Team sits within the Science Research and Evidence Directorate (SRE) which provides leadership and direction for policies and initiatives that support research in England via the National Institute for Health and Care Research (NIHR).

The Research Workforce and Training Team has a particular interest in building a sustainable and supported research workforce which can facilitate, deliver and lead research, ensuring healthcare and research staff of all backgrounds are offered rewarding, challenging and exciting careers within clinical research. 

Job description

As part of your role, you will lead or support on a range of policy areas, which aims to improve and develop clinical academic researchers and clinical research delivery professionals from early career to our most senior across the NIHR, working closely with a range of stakeholder groups including the NIHR Academy, NIHR Clinical Research Network (CRN), NHS England, clinicians, industry and public/patient representatives.

We are looking for an enthusiastic individual who can develop strong relationships and work across organisational boundaries to address strategic policy issues. Confident making decisions and excellent communication skills will enable you to deliver at pace to manage the competing priorities of the role.

You will be part of a small friendly and supportive team that aims to provide individuals with an opportunity to develop and progress. You will be expected to work flexibly, contributing to other branch and wider SRE work where appropriate.

Person specification

Responsibilities, include, but not limited to:

  • Leading and supporting policy development for clinical academic researchers from early career to senior prestigious researcher, setting the standards, direction and pace for that policy and overcoming challenges to deliver solutions
  • Supporting policy development to identify and address current and future gaps in research workforce provision, complementing the NHS Long Term Workforce Plan, Commercial clinical trials in the UK: the Lord O’Shaughnessy review, Saving and Improving Lives: The Future of UK Clinical Research Delivery, the recent House of Lords Science and Technology Committee on Clinical Academics in the NHS inquiry
  • Supporting the development of a cross-sector research workforce plan to deliver the sustainable workforce element of Saving and Improving Lives: The Future of UK Clinical Research Delivery and NHS Long Term Workforce Plan
  • Providing high-quality briefings for ministers and senior officials, including the CMO and Chief Scientific Adviser, responses to parliamentary questions, correspondence and other parliamentary business
  • Building and maintaining strong working partnerships and relationships with policy colleagues, NIHR Co-ordinating Centres, in particular, the NIHR Academy and NIHR CRN, other government departments and external stakeholders, including within the department and our arm’s length bodies
  • Working with partners to manage finance and quarterly returns in line with established financial processes and procedures, both internal and external returns ensuring forecasting is robust and within existing parameters
  • Managing multiple priorities and responding with flexibility to competing demands from ministers, arm’s length bodies, senior colleagues and stakeholders

Key Skills:

  • A proven track record of delivering against goals, targets and deadlines and demonstrated ability to manage workload to deliver changing and competing priorities to often competing deadlines
  • Proven ability to develop effective relationships and partnerships across the directorate, department and with partners
  • Excellent written and verbal communication with an ability to synthesise complex issues into plain English
  • The ability to analyse evidence, data and intelligence to find solutions and communicate complex information simply for a variety of audiences
  • Clear understanding of finance, financial profiles, forecasting and DHSC financial procedures is desirable
  • Understanding of the clinical academic training landscape in the NHS is desirable

This role is being advertised on a permanent basis. New Entrants to the Civil Service

  • Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
