About the job

Job summary

The Estates, Engineering and Facilities Department is responsible for engineering, maintenance, environmental sustainability, facilities services and capital works projects to the site to maintain regulatory and compliant facilities to meet current and future business objectives.

The Senior Project Manager will support the Capital Works Programme Manager in delivering Porton’s Capital Programme working closely with the site’s business units and will be responsible for the delivery of capital projects in accordance with UKHSA’s Project Management Procedures Manual and cover all stages of the Government Procurement Strategy. 

You will work closely with department managers, project sponsors, research and production specialist staff together with external consultants and be expected to work as an expert providing specialist knowledge to all parties on the development of capital projects from inception to completion. You will also be expected to organise, manage and facilitate specialists and managers in the implementation and delivery of capital projects from inception to operational completion that will include the drafting of detailed specifications and business cases in order to obtain executive approval.

Job description

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Liaise with the Project Sponsor to discuss the objective of the project and to offer professional advice on the development process for specific capital projects, define and scope, then manage allocated projects efficiently and effectively, particularly large-scale projects.
  • Produce comprehensive business cases which provide clarity for the requirement.
  • Carrying out the tender of projects in line with the UKHSA’s Standing Financial Instructions and standing orders and in full consultation with UKHSA’s Procurement Department.
  • Brief and manage external consultants design teams on the objectives of the projects and their expected role within it.
  • Manage financial performance of projects within agreed tolerances against approved budgets, providing accurate financial reporting.
  • Undertake project assurance and reviews across the portfolio at key stages to evaluate progress.
  • Lead the development of detailed project plans using a detailed structured approach to planning and working with business representatives from across the organisation to gather key information.
  • Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate
  • In liaison with Construction Manager, organise Quality Audits of Contractors and Suppliers.
  • Identify, evaluate and document ‘lessons learned’ during the project.

Person specification

It is important through your application and Statement of Suitability of 1000 words that you give evidence and examples of proven experience of each of the following criteria:

Essential

  • Significant knowledge and experience of leading complex projects ideally within infrastructure, construction refurbishment and replacement programmes, using NEC and JCT contracts
  • Qualification/Certified in project management such as APM (PMQ) Prince 2 equivalent
  • Significant experience in project managing multi-stranded construction and/or process and multi-discipline project teams
  • Working knowledge of the NEC / JCT suite of contracts as they apply to the range of process and construction projects
  • Experience in the design and operation of engineering plant and systems, process and research equipment, and corresponding facilities together with detailed knowledge of validation and commissioning techniques and principles
  • Team Management/Exceptional People Skills and negotiation skills

Desirable

  • Membership of a relevant Professional Institute or Society e.g. RIBA, RICS, ICE, CIBSE, IMechE, CIOB or equivalent
  • A recognised construction qualification (NVQ level 5, HNC/HND or higher in construction, infrastructure, or an engineering-related discipline)
  • Extensive experience and knowledge of compliant engineering Management Quality Systems, HSE Regulations applicable to high containment research facilities
  • Experience in project managing works within research and/or pharmaceutical facilities

STAGE 1 - APPLICATION & SIFT:

STAGE 2 – INTERVIEW 

This post will involve an interview on site at UKHSA Porton Down, Salisbury, SP4 0JG.

As part of the process, candidates will be invited to an interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.  Candidates will be asked to prepare and deliver a 5-minute presentation to the panel. This will be followed by a question-and-answer segment.  The presentation will be designed to assess each candidate’s experience in line with the requirements of the role.  Full details will be provided prior to the interview.
