About Defra’s Northern Ireland Windsor Framework Directorate

The Northern Ireland Windsor Framework Directorate has been set up to deliver the Windsor Framework with the Northern Ireland institutions. The new directorate is being established at pace to deliver key international obligations that are critical to the success of EU trading arrangements and to Protect the Union. The directorate’s programme of work will focus on supporting Northern Ireland institutions fulfil their international obligations under the Windsor Framework.

Job description

The Windsor Framework Project Managers will assume key positions within the Directorate, working within a complex programme of work which covers constitutional, societal and delivery-based tasks. The successful candidates will work closely with project teams, bringing together the strategy, policy, service design, digital, business change & readiness elements of the Windsor Framework Agreement.

The Senior Project Manager will lead / manage the project and project team on a day-to-day basis, with responsibility for driving and overseeing project delivery to ensure objectives are clearly defined and achieved within the agreed time, cost, and quality constraints. The Senior Project Manager has a key role in project governance and working with stakeholders, to ensure the agreed project outputs are delivered to enable benefits to be realised.

The role responsibilities will include:

  • Project management – Day-to-day management and leadership of the project and the project team. Provide effective leadership and management controls. Set project controls. Design the project structure and organisation appropriate to stage. Set appropriate delivery methodologies. Manage effective transition between project phases. 
  • Stakeholder management – Identify and manage stakeholder relationships and need for senior level support. Manage internal and external relationships as appropriate. 
  • Risks and issues – Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
  • Governance – Support effective governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery.
  • Change management – Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
  • Guidance and support – Provide support, guidance and coaching for the project team. Show commitment to personal development. Promote effective individual and team performance.
  • Project performance and controls – Cascade vision and translate into delivery objectives for the team. Develop and maintain Project Plan. Identify and set appropriate Project Controls. Manage performance and report progress to sponsors.

    Location

    Please be aware that this role(s) will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

    Our current office attendance approach requires 60% attendance in Defra group workplaces or off site meetings with partners and customers.     Travel and subsistence will not be paid for travel to a base office location.

    A reserve list may be held for a period of 12 months from which further appointments can be made.

    Near Miss

    Salary

    New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
