Important salary details:

New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

DDaT:

Roles will be recruited using a combination of the Digital, Data and Technology (DDaT) and Success Profile Frameworks. Using DDaT we will then determine if you will be paid an additional allowance, on top of your basic salary.  This role is aligned to the Product Manager role, within the Product and Delivery Job Family.

Merit List:

HMCTS run a Merit List, where candidates who are unsuccessful at interview, by only a few points, can be offered other roles, at the same band, for up to 12 months.

Job Description:

As a Senior Product Manager in the Tooling Team you will understand business tooling requirements and ensure these are being translated by the tooling team to meet business and operational needs. You will provide the vision for how your allocated product helps to support HMCTS and directs the project and business teams in the development of that vision over time. You will constantly seek value from your product, drive innovation and prioritise development based on business and user needs.

Using Agile methodology the Senior Product Manager sets the priorities for the development of the product and ensures that activities throughout the lifecycle support business goals and user requirements and is constantly focussed on delivering a return on our investment. The Senior Product Manager works closely with the other Product Managers within the Tooling Team as well as the Business Analyst, Delivery Manager, Developers and Test Manager. The Senior Product Manager also develops relationships with suppliers and other Government departments using similar toolsets and keeps abreast of the latest developments within the tooling industry.

You will be experienced in Product Management within either an Agile or Waterfall environment and. You will be given the opportunity to continue to grow your management capabilities as well as managing relationships with senior stakeholders as you progress to becoming a leading figure within the Product Management community.

This role will give you a fantastic opportunity to work with a wide range of stakeholders at the heart of the digital transformation in HMCTS as well as develop a broad range of effective business and technical skills.

The ability to work both independently and as part of a team, proactively and with versatility in responding to changing circumstances is essential. The role will plan ahead building in strategies to standardise and automate, pushing forward with shift left agendas. Challenging ideas, thinking outside of the box whilst understanding industry standards and what it takes to deliver a high-quality service.

Working closely with all stakeholders, the main responsibilities of the role are:

  • Drive innovation with suppliers for current and future capability and help develop a roadmap for the product and services. This will require a solid demonstration of technical capability, with the ability to lead discussions building strong supplier relationships. A good understanding of the organisation will be required in order to present and influence internal stakeholders on proposed technology changes, and how that aligns with the organisation’s objectives.
  • Understand the wider picture of how Tooling should be deployed within a variety of environments to deliver a high-quality user experience. Use technical knowledge to translate customer needs into clearly defined requirements.
  • Deliver current operating procedures and processes for reporting and associated delivery of services and develop and execute improvements and efficiencies. Be able to recognise internal operating procedures and where changes can be delivered at pace with wider impacting procedures which require excellent stakeholder management, integrity, effective decision making and setting priorities.
  • Have a good understanding of wider IT requirements and develop user stories, in order to improve, design and deliver new services or support any procurement activity. A good analytical approach is needed to pull together various streams of data, understanding of functional and non-functional requirements and a grasp of risks with the ability to identify via all the different streams the approach needed to change and influence expectations and customer needs.
  • Lead and Manage incidents based on the service, help to co-ordinate the appropriate suppliers and stakeholders to support the resolution of the incidents. Bring together various resolution teams across the organisation and proactively encourage resolution, provide guidance and take responsibility for resolution with the incident team. Provide clear communication to stakeholders or input via the incident team.
  • Assess and respond to queries and issues as they arise providing further analysis as required or escalating more complex and difficult issues upwards to relevant members of the team. Maintain accountability and responsibility and help drive issues forward;
  • Help provide direction, support and objectives for team members, both individual and organisational, creating an environment that supports positive learning, sharing ideas and developing a culture of continuous improvement. Ability to recognise and applaud talent communicating own self learning, demonstrating the value the team brings to the organisation.
  • Build out in-house capabilities to support the product and reduce reliance on external providers.
  • A good understanding of financial data is required along with excellent written skills. Ability to understand and be familiar with capital and resource terminology, asset depreciation, budgets and forecasting. Manage and maintain spend working with finance teams. Create Business Cases where required, with the ability to articulate the purpose as well as the costs, benefits, risks, scope, objectives, assumptions and dependencies.
  • The post holder will report to the Principal Product Manager.

Essential Criteria:

  • Experience of working in a structured and non-structured technical delivery environment;
  • Experience of working in large, complex organisations.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of requests.
  • Experience in using a wide range of collaborative tools.
  • Excellent understanding of IT Service Management (ITSM) and related IT technologies.
  • Excellent communication and written skills.
  • Excellent stakeholder and influencing skills.

Desirable Criteria:

  • Experience of Agile delivery approach would be an advantage.
  • Attention to detail.
  • Experience of using Application and Performance Monitoring tools such as Dynatrace.
  • Experience of using IT Service Management tools such as ServiceNow.
  • Experience of using Agile tools such as Atlassian’s Jira and Confluence.
  • Experience of using Enterprise Architecture tools such as Ardoq
