The Adult Social Care (ASC) Group in DHSC leads on all matters relating to adult social care in the department. Putting social care on a sustainable footing, where everyone is treated with dignity and respect, is one of the biggest challenges that our society faces. Delivery of Adult Social Care Reform is a top priority for government; high ambitions were set out in the ‘Next steps to put the people at the heart of care’ published in April 2023 and in January 2023 the Prime Minister confirmed his support for delivering on Adult Social Care Workforce Reform with a focus on professional development, skills and career progression to ensure members of the workforce feel valued. 

Job description

As the Adult Social Care Reforms move firmly into delivery, we have an exciting opportunity for a solutions and delivery – focussed self-starter to join our friendly and high performing Programme Management Office (PMO) team to contribute to the successful delivery of this major reform agenda.

The government’s vision is for an Adult Social Care workforce where people can experience a rewarding career with opportunities to develop, progress, and are empowered to deliver the highest quality of care. The Workforce Reform Delivery Division is responsible for delivering this vision. We work closely with Ministers, the Adult Social Care sector and our delivery partners to develop and implement our plans.

This is a great opportunity to be part of the team responsible for delivering one of Government’s key reform priorities for the Adult Social Care sector in a high-profile and fast-paced programme delivery environment.  

This role is challenging but rewarding with a unique opportunity to work across multiple teams and lead the management and reporting accountability of a wide range of projects.

Person specification

Responsibilities will include:

  • Work closely with Project Leads: To ensure projects are managed to time, quality and cost through effective planning, risk and financial management.
  • Controls and reporting: Responsibility for collecting, analysing, and presenting programme performance information and managing interdependencies. Lead the preparation for and deliver briefings and reports for the SRO/Director, senior management team and programme board.
  • Assurance: Provide support for audits, health checks and reviews to support decision gates and change control. Supporting the portfolio’s assurance and evaluation activities working with internal and external stakeholders. Including contributing to the establishment of internal programme assurance and evaluation.
  • Continuous improvement: Facilitate lessons learned exercises and sharing of lessons across the programme.
  • Governance: Lead and provide a high quality facilitation support for the Programme Board, weekly stand ups and other key groups within the programme governance structure.
  • Team: Provide flexible, specialist delivery resource across the programme to support on urgent priorities or resolve key risks/issues.  

Key skills and experience required for the role

We are looking for someone who can balance a varied workload and take responsibility for building and maintaining strong relationships across DHSC, you should be comfortable using programme management skills within a fast paced delivery environment and enjoy work that contributes to the future of health and social care. 

Essential skills and experience:

  • Strong organisational skills and the ability to effectively prioritise work and deliver at pace to ensure deadlines are met.
  • Ability to collaborate with a diverse range of colleagues and stakeholders to deliver shared objectives.
  • Attention to detail and the ability to collect and analyse a range of information to produce high-quality and accurate reports.
  • Ability to present on complex information and issues clearly, succinctly, and accurately to support briefing and reporting to boards/ senior leaders.
  • Experience of working in a fast-paced and delivery-focused environment, such as a major project or programme.

Desirable skills and experience:

  • Experience or knowledge of the Adult Social Care sector.

Your normal place of work will be your contractual primary workplace, usually either London or Leeds.  Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration and enhancing team working, learning, and support. 

You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate. 

Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need. 

There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.

New Entrants to the Civil Service

New entrants appointed in grades AA to G6 will receive DHSC’s modernised terms and conditions:

  • Annual Leave: 25 days on entry rising by one day for each completed year of service to a maximum of 30 days and pro-rata for part-time staff
  • Privilege Leave: 1 day - for the King’s birthday
  • Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
  • Occupational Sick Pay (OSP): one month full pay/one month half pay on entry, rising by one month for each completed year of service to a maximum of five months’ full pay and five months’ half pay
  • Mobility: Mobility clause in contracts allow staff to be mobile across the Civil Service
  • Probation: 6 month probation period
