Job description

The Transport Sanctions and Ukraine Response Division (TSUR) is part of the newly formed Resilience, Analysis, International and Sanctions Directorate. This Division is focused on leading on both the transport sector response to Ukraine, as well as newly incorporating transport sanctions policy for all regimes. 

The Division is divided into three teams: 

  • Transport Sanctions to design and enforce sanctions measures in the aviation and maritime sectors both in the UK and around the world, including applying pressure to end the war in Ukraine.  
  • Humanitarian, Impacts and Scenario Planning to support the people of Ukraine, and in particular, the reconstruction and modernisation of Ukraine’s transport infrastructure.
  • The Project Management Office/Secretariat to align Ukraine response work across modes to maximise policy impact, ensuring the Department for Transport (DfT) can influence Ukraine policy across Whitehall and contribute to creating advantageous structures to a novel as well as fragmented policy area. 

As Senior Policy Coordination Adviser, you will lead on a hybrid mixture of secretariat, policy and project management workstreams, to ensure the effective governance and operation of the Division. This will require close working with private offices, senior leaders and officials across the Department and Other Government Departments. The role provides a challenging and rewarding chance to be involved in supporting high-profile policy work for the Department on an ad hoc basis. Depending on your skills and interests, you will have opportunities to lead on various policy projects relating to Ukraine.

Your key responsibilities will include, but are not limited to:

  • Providing line management of one Higher Executive Officer (HEO)
  • Planning, coordinating and supporting regular governance meetings across DfT
  • Providing strategic oversight of all incoming commissions, and producing briefings for Ministers and senior officials
  • Developing and maintaining divisional programme plans, milestone reporting and divisional risk registers
  • Providing support to policy colleagues on an ad hoc basis

You will be articulate and credible, enabling you to develop positive working relationships with Government Policy teams, private offices, and industry partners.

You will have great self-motivation and drive, enabling you to comfortably work independently whilst eagerly developing and expanding your knowledge base. You will display resilience when faced with ambiguity and will be adept at navigating changing priorities through being flexible and adaptable, enabling you to thrive amidst uncertainty.

Additional Information

This role is available to individuals who wish to be spending their office time in Birmingham, and we would also expect the individual to be willing to travel to alternative DfT office locations, including London.

A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.
