The role of the Public Safety Group, which sits within the HO, is to keep the public safe by protecting the vulnerable, cutting crime, disrupting the highest harm criminals, and ensuring that our police, fire and rescue services are as trusted, efficient and effective as they can be in delivering front line public services. 

The people in our Group develop and implement policy, provide funding, and deliver legislation. We make the most of innovation, data, and partnerships to protect the vulnerable, prevent crime, and tackle the highest harm crimes. We work with our partners in law enforcement, establishing governance arrangements at a national, regional, and local level.

Job description

We fund the work of a wide range of front-line agencies and are committed to supporting innovation and good practice sharing across the systems we lead. Within PSG, the Police and Fire Funding & Criminal Justice Strategy Unit (PFCU) leads on police funding policy, fire funding policy, the Home Office’s criminal justice strategy and police productivity. 

The Police Productivity Team is responsible for productivity across policing and ensuring that police forces maximise the investment of 20,000 additional police officers, made over the last 3 years. Our workstreams include reviewing the Police Funding Formula Review, leading on the engagement with the independent Policing Productivity Review and driving work across policing, the Home Office and wider government to reduce burdens of “non-police” activity of police forces It also includes identifying and incorporating more efficient and effective ways of working for police officers and staff.

We are currently recruiting for two Senior Executive Officer's (SEO) to work in the team supporting a range of policy, strategy, and financial activity. These exciting roles will allow you to lead on aspects of one of the Home Office’s policy areas set to have a significant impact on policing in the coming years. 

There will be opportunities to travel to other work locations on occasion where required, where the cost associated with this travel, and any overnight stay if necessary, will be met by the business area. 

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024. Person specification

As a Senior Policy Advisor, you will need to build and maintain strong working relationships with a wide variety of Home Office teams across analysis, communications, finance, legal and private offices, as well as senior external police sector stakeholders and other Government departments. 
 
Some of the key responsibilities of your role include but are not limited to:

• Being capable and confident to further the work on police efficiency and productivity, both within the Home Office and in the wider policing sector. 

• Developing and maintaining a big-picture view of areas such as barriers to productivity (i.e., non-police demand) and of police funding and related financial policy. 

• Preparing briefings and recommendations for Senior Civil servants and Ministers based on their understanding of the landscape.

• Maintaining effective relationships with stakeholders, including the policing sector, academics, and other government departments. 

• Monitoring progress of work against milestones, identifying risks and working with others to address issues as appropriate.

• Collaborating with analysts, technical experts, and the policing sector to develop policy that is evidence-based, future-proofed, and stimulates productivity and efficiency in policing.

The position will likely come with line management responsibilities for one Higher Executive Officer (HEO). This could be remote line management and is dependent on where the post holder is located. 

You will be expected to support work across the team where required, with a willingness to flex to business priorities across the team.

Essential Criteria:

Good organisational skills and experience of working in a fast paced and changing environment, along with planning and collaborating to meet deadlines on multiple pieces of work.

Excellent written and oral communication skills, using language to clearly articulate recommendations with the ability to tailor methods to suit audience.

A self-starter, with the ability to often work independently and adapt effectively to changes in circumstances.

• Strong engagement skills with a collaborative approach to your work and the ability to quickly form productive relations with stakeholders and colleagues at varied levels.

Desirable Criteria:

For this role, the below experience would be beneficial, but is not essential:

• Project/Programme management experience.

• Experience of line management.

• Experience working in a policy, analytical or finance environment.

• Experience or knowledge of the policing sector.

Selection process details
