About the Group

The Enterprise and Growth Unit (EGU) promotes sustainable economic growth and higher productivity for the UK. We provide analysis and advice on enterprise, innovation, private sector investment and a cost-effective transition to a low-carbon economy. The Enterprise and Growth Unit has a varied and exciting agenda and we work closely with a wide variety of other teams across the Treasury.    

We also work alongside other departments and government organisations to ensure that we are thinking creatively, spending wisely, and acting boldly to deliver these goals. These organisations are:

About the Team

As part of its plans to kickstart economic growth, the Government has set out its intention to deliver a National Wealth Fund to invest in jobs, deliver growth and clean energy and make transformative investments across the country. To deliver this commitment, we are creating a new National Wealth Fund team within HM Treasury to lead on the design and establishment of the NWF. The team will engage across HMT, other departments, UK policy banks and the private sector to ensure that the NWF meets the government’s objectives, including on speed to market and providing simplicity and clarity for customers and investors. 

The NWF team will sit within the Infrastructure and Growth Group within EGU.

About the Job

This is a very high-profile and exciting role, leading and shaping the work to establish the National Wealth Fund. This is a top priority for the government, and a core component of the Chancellor’s central growth strategy. HMT is creating a new team to deliver this project.   

The postholder will be an active part of the team that is built to have a positive, inclusive and open ethos. You will lead on specific deliverables that move towards the establishment of a new National Wealth Fund in a fast-paced environment, including legislation, legal, financial and strategic matters. You will work closely across HMT and relevant institutions, in close partnership with other teams leading on industrial, sectoral, major projects, infrastructure and green objectives.   

The shape and deliverables of the team will be determined by the overall work programme. It is anticipated the role will be part of a branch working collaboratively to deliver a workstream across a variety of policy and operational outputs.  

Responsibilities are likely to include: 

  • Managing HEO/SEO staff as part of your workstream, deploying your resource across a range of challenges to deliver high quality products and role modelling supportive, inclusive and effective management behaviours. 
  • Deliver against a strategic work programme to establish the National Wealth Fund, solving problems and finding practical ways to deliver to tight deadlines.  
  • Build and manage relationships with a diverse range of stakeholders, taking account of their levels of influence and interests.  
  • Establish and maintain internal and cross-Whitehall governance structures and arrangements for the delivery of the project, ensuring that senior officials and Ministers are well briefed. 
  • Develop and agree any operational, financial and legal documents, including consultancy, building premises and IT contracts.  
  • Lead on parliamentary handling, including designing the legislative programme. 
  • Play an active role in the Economic and Growth Unit, leading on corporate workstreams and ensuring it is a great place to work 

Experience of working on public spending and/or institutional investment would be advantageous but not essential.
