Team Purpose and Role 

  • Successful candidates will initially be deployed in the Markets Division.  The Division comprises three Directorates: Enforcement and Emerging Issues, Financial Resilience & Controls and Consumer Protection & Retail Markets.  There are 14 Portfolios across the three Directorates, each Portfolio is led by a Deputy Director.  You will be deployed to either the central PMO team or aligned to a Portfolio.
  • You will have the opportunity to work flexibly across the Markets Division and Ofgem on a range of projects or may have a longer deployment within a team where you have in-demand specialist skills, knowledge, and expertise.

Job description

This role will focus on Governance and Reporting. 

  • Lead on the Governance and Reporting capability across Markets, including development of frameworks and processes to ensure this operates effectively.
  • This will include implementation of a revised governance structure and a review of the reporting provision needed to enable this. You will also develop and lead a roadmap to mature our capabilities in these areas.
  • Manage the Markets Change & Delivery Board, including associated reporting and insights to support evidence-based decision making.
  • Lead on all Markets level reporting, including the quarterly Strategic Performance Reporting to executive committees.
  • Provide oversight and assurance across a Directorate area, including oversight of planning, milestones and risk – working with the Head of PMO and embedded PMO’s in that area.
  • Actively engage with the wider Project Management and Delivery professional network to ensure sharing of best practice, building of capability, and promote continuous improvement.

Key Responsibilities

  • Project manage a large programme of work or a number of projects within either a central PMO function, portfolio or team setting.
  • Establish and maintain up-to-date delivery plans, identifying and managing milestones, creating visibility of key decision points and dependencies within the central planning tool.
  • Responsible for ensuring the organisation’s project management processes are followed and all required project documentation is maintained including having appropriate business cases and project initiation documents in place for the work being delivered.
  • Ensure there is a clear up to date picture of resource across the portfolio by maintaining the central Resourcing Tool.
  • Deliver accurate and timely reporting for senior colleagues, programme SROs and decision makers as required.
  • Ensure effective risk management and assurance processes are in place, and a drumbeat for the regular review of risk across the Portfolio feeding into and adhering to the central risk processes.
  • Overall responsibility for engaging with and providing information, as required, to the central PMO team.
  • Champion & validate use of PMO tools across the Portfolio including the Decisions Log & Action Tracker.
  • Actively engage with the wider Project Management and Delivery professional network to ensure sharing of best practice, building of capability, and promote continuous improvement.

Essential

  • Experience of leading or managing a large project or programme or multiple projects, including planning and producing detailed delivery plans [LEAD].
  • Have experience of managing and reporting on risks and issues within a project environment.
  • Ability to deliver and change direction in a fast-paced environment.
  • Ability to build effective relationships with a diverse range of internal and external stakeholders, building capability and confidence with the programme and projects.
  • Excellent organisational, written and verbal communication skills that effectively communicate complex issues to non-expert audiences with attention to detail.

Desirable

  • Experience of a range of project management techniques, including agile and waterfall.
  • Agile, Prince2, MSP or P3M certification.
