Salary:  London: £55,720 - £64,135. National: £51,767 - £59,590.

The Role

We’re recruiting for a Senior PMO Manager (Governance) here at Justice Digital, to be part of our warm and collaborative Strategic Initiatives team.

You will form part of a multi-disciplinary team responsible for the delivery of a range of outcomes in support of the wider Technology Services teams. You will play a key role within the team whose deliverables include :-

  • Identifying and documenting existing and future Technology, Service and Security landscapes and Strategies,
  • Identifying and preparing market ready requirements,
  • The development of Business Cases,
  • Supporting Commercial and Financial processes,
  • Supporting Service Design and Architecture,
  • The Transition of services from supplier to supplier or in-house,
  • Deployment of technology or services across the MoJ estate,
  • Exiting of services from incumbent suppliers,
  • Tracking and reporting on Finance forecast and spend,
  • Business and Stakeholder engagement and communication

Key Responsibilities:

  • Ensure the successful implementation of the PMO’s strategy, responsibilities, services and deliverables.
  • Monitor reporting and assist Delivery Leads in reporting to Senior Management.
  • Provide planning, Milestone management, Scope management, Resource forecasting, Change Management, Finance Management
  • Establish and maintain frameworks and standards aligned with best practices and the wider Justice Digital and MoJ objectives.
  • Manage and compile financial and KPI information whilst ensuring adherence to the corporate financial processes
  • Prepare and present cost-benefit analyses to support business case development and the implementation of initiatives
  • Provide and maintain a capacity planning and resource tracking services
  • Update and maintain the Risk Log, Action Log, Decisions Log, and Issue Register
  • Ensure the appropriate benefits are identified, quantified and their realisation planned
  • Ensure dependencies are managed and the dependency log is accurately maintained.
  • Provide a quality assurance role in line with defined PMO process.
  • Coordinate project closure to distil good practice and ensure lessons learned are logged.
  • Line Manage PMO staff
  • Define and embed control and governance processes
  • Manage and support governance activities for business cases aligned with the HM Treasury Green Book principles
  • Foster and maintain positive relationships with key stakeholders including senior leadership and private office teams. Ensure efficient change control methods and process are utilised

Person Specification

Essential

  • Experience of building a PMO office which has gone onto planning and executing the end to end lifecycle responsibilities of a PMO within large complex projects and portfolios
  • Experience of project management using AGILE or PRINCE2 methodology (or equivalent) for large sized projects with a specific focus on Business Cases, and governance processes
  • Proven track record of cultivating strong relationships with all stakeholders levels including senior leadership.
  • Strong skills in creating and maintaining project and programme plans, including risks, actions, issues, dependencies, benefits, resource planning and task assignment
  • Line management or team leader experience
  • Training and coaching of Project Managers and PMO staff

Willingness to be assessed against  the requirements for SC clearance.
