About the job

Job summary

Working in the Planning & Enabling Team within the Northern Development Directorate  you will play a critical role in the future delivery of a portfolio of projects ranging from small to large strategic and more complex sites.

You will lead a number of your own projects and use your technical and commercial expertise to ensure that your projects are de-risked appropriately and taken to market in an agile way that maximises the potential for early delivery of development and ensures good value for money for the Agency.

Job description

The role may also include working on projects in the wider north of England within multi-functional teams focusing on specific projects and initiatives.

The role will involve  drafting planning,  technical and de-risking strategies/ briefs to instruct consultants, preparing responses to Local Plan consultations and supporting the project management of consultants. The ability to understand, technically appraise and inform a range of planning documents and matters, as well as engaging with Local Planning Authorities to, for example, agree content of planning applications and negotiate proportionate planning conditions and s106 Agreements is key to ensure effective deliverability and adhere to project programmes.

You will  support colleagues in acquisitions and disposals through the provision of technical support and planning strategy advice by conducting technical due diligence and assessing planning potential/risks for sites that are being considered. You will also be required to contribute to preparing early drafts and shaping approval papers and planning strategies for land owned by the Agency or to be acquired directly through the Other Government Departments transfer model or partnering arrangements.

The role requires close working with colleagues in our disposal team to ensure de-risking work and planning permissions are viable, deliverable and attractive to the market. An ability to work collaboratively with others is key to success in this role. You will also be required to prepare and present de-risking and planning strategies, through the execution of high-quality approval papers.

This is a rare chance to shape the future delivery of often complex and interesting sites in the North of England in a fast growing, national organisation with real social purpose.

Person specification

Whilst our day job is to deliver first class customer service to our stakeholders, you will be used to "spinning several plates" at once and work at pace through a range of different tasks and priorities to deliver on competing responsibilities whilst looking for ways to improve and innovate.

You’ll will be educated to a degree level, desirably with a recognised professional qualification, for example RTPI/RICS, and/or have extensive project management experience at a senior level within the residential, regeneration or commercial development sectors and have the skills and ability to manage multiple complex projects simultaneously. You will possess a thorough knowledge of the development process, land transactions, de-risking & construction and have experience of risk mitigation strategies.

You will have experience in preparing tender documents & managing contracts for, but not limited to, property advice, planning advice & legal advice and instructing solicitors and have in depth knowledge of both commercial and housing sectors, government policy and current best industry practice.

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing multi-disciplinary teams and stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do. You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade.

As an experienced Project Manager, you will have excellent communication skills with experience of presenting and delivering messages in a clear, concise, and confident manner which engages audiences and achieves the desired outcomes and you’ll understand how to manage colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.
