Job summary

As a Senior Learning and Development Manager you will hold a critical role providing strategic leadership for enhancing and maturing the learning offer to build the regulatory and technical capabilities required in HSE as we move through a significant transition period.   

This role sits within the HSE’s Human Resources Division (HRD) and will be part of the wider HRD Organisational Development Team. As Senior Learning and Development Manager, you will take direction from the Head of Organisational Development and your role will be to implement corporate organisational development (OD) and learning and development (L&D) strategies and plans which are aligned with HSE’s People Strategy. 

Job description

You will provide strategic direction to an established learning team and will lead the end-to-end delivery aspects of the Learning & Development plan, ensuring deliverables meet learner and organisational needs, alongside managing a complex training delivery plan. 

You will drive forward creative solutions to build a high quality, innovative L&D offer to support the regulatory and technical development needs of HSE Divisions, with a primary focus on the Building Safety Division. 

You will lead a team of learning and regulatory specialists to work collaboratively, with energy and pace and will be responsible for developing and leading the provision, ensuring it is aligned to the strategic direction and ambitions of the organisation. 

About you 
 
You will be an Organisation Development professional with experience of managing high quality learner centric learning solutions in large, complex organisations where change and continuous improvement is the norm. With an understanding and appreciation of managing successful projects, you will also have the intellectual and interpersonal skills to be a credible, influential and effective change manager in a fast-paced environment. Sound judgement, an engaging management style and a focus on delivery will also be key requirements in this senior leadership role. 

Responsibilities 

Be instrumental in setting the direction and providing leadership to shape the evolving regulatory and technical learning strategy to support the delivery of HSE strategy and business plan objectives. 
 
Set and monitor team objectives, in alignment with the Organisational Development plan and strategic priorities, and effectively manage the workload/ the scheduling of projects, taking into account competing stakeholder requirements. 
 
Develop and lead a range of activities that will focus on developing a deep understanding of specific requirements to address capability and skills gaps, including proactive engagement with a range of stakeholders at all levels. 
 
Provide expert insight, direction and guidance to enable the design and development of learner centric solutions, incorporating digital learning into a blended delivery approach. 
 
Commission and manage internal or external resources as and when required in order to ensure cost-effective delivery of agreed L&D initiatives. 
 
Manage aspects of the OD budget to ensure efficient and effective use and to maximise organisational and people development opportunities. 
 
Responsible for developing an evidence based approach to high quality learning evaluation demonstrating organisational impact and business benefits.   

NB: Specific duties will develop over time: the above list is intended to indicate the general nature of the post and is not exhaustive. The post holder will be expected to be flexible in supporting the function by undertaking any L&D responsibilities which are commensurate with this grade.

Essential Skills and Criteria:

  • Ability to receive, understand and convey ideas and information clearly and accurately which may at times be complex, highly detailed, technical or specialist, both in written and verbal form. 
  • Ability to think strategically in the context of organisational strategy and within a changing environment. 
  • A positive, inclusive and collegial leadership style, and the ability to inspire, motivate and develop and direct others to achieve results. 
  • Ability to work as an effective member of the OD Senior Management Team, in shaping, supporting and driving forward the OD Plan. 
  • Effective project management skills. 
  • Excellent stakeholder management skills, with ability to influence at all levels. 
  • Ability to diagnose capability gaps and identify innovative and creative learning interventions across the full learning cycle, demonstrating return on investment.
