Job summary

The successful candidate will operate as a Senior Surveillance and Investigations Officer within the London Organised Crime Partnership (OCP).

The OCP is a joint NCA and Metropolitan Police team focussed on countering the threat posed by drug trafficking and related money laundering. In 2024 the OCP celebrates 20 years since its creation and demonstrates the effectiveness of the partnership between Metropolitan Police and NCA. 

Job description

The OCP is made up of NCA and MPS officers, candidates will be required to demonstrate flexibility in their working patterns, there is a published rota which includes weekend working and it is common to need to work extended and unsocial hours for which overtime and on call payments may be available.

Candidates will be required to work alongside Metropolitan Police Service colleagues in support of operational, tactical and strategic objectives, through interaction with other NCA departments and teams, and also with external partners. Excellent decision making, communication and team working skills are required.  

Successful candidates will need to engage with stakeholders and customers at all levels, developing strong working relationships and working in close collaboration with internal and external partners to identify opportunities which drive NCA and partnership activity in response to the highest harm threats.

Person specification

The successful candidate will be required to be deployed to manage a team in an operational environment, carrying out foot, mobile and static surveillance duties.

They will be required to manage and implement dynamic risk assessments being engaged in arrest and search activities.

They will be responsible for managing a range of proactive and reactive investigations, tasking actions accordingly, including drug, firearms and money laundering offences with a high level of knowledge relating to evidential collection and disclosure obligations.

We are looking for experienced PIP2 Supervisors, ideally with surveillance and advanced driving qualifications, however will consider those who fulfil the essential criteria, with the willingness to complete advanced driving and surveillance courses.

It is an essential requirement for successful candidates to pass a five day Officer Safety Training course (OST). Applicants are urged to give consideration to whether this is achievable prior to applying. The OST combines cognitive input, armed and unarmed defence theory and practical techniques and, as such, requires a level of physical exertion due to the nature and repetition of the drills. The practical techniques include use of body weapons, movement and positioning, strikes (armed/ unarmed) blocks, restraint and control.

We will expect officers attending the course to have a standard of physical fitness. Progressive full body warm-ups are conducted each day to minimize risk of injury to the officer. It is expected that the officer is capable of a ground descent and ascent, unaided and within a reasonable timeframe. This is important both individually and in team tactics. Candidates must pass the OST during the first 6 months of starting in the Investigator role. Failure to do so would mean you would not be able to continue in the operational Investigator role and your employment with the NCA will end. Barring any exceptional circumstances the NCA would not seek to find you an alternative role within the agency. An officer who passes the OST will still be required to successfully pass their 12 month probation period to ensure continued employment with the NCA.

Some travel may be required for this role.

  • Personal Statement - If you do not hold a PIP2 Supervisor accreditation please complete a personal statement detailing your equivalent level experience in regards to the below areas (This Evidence should have been attained within the last 12 months). Experience in obtaining/supervising search warrants applying a range of legislation at Magistrates' and Crown Courts. Experience of planning, conducting and managing arrest scenarios; custody time limits/procedures, extensions and authorisations; use of bad character evidence and bail. Experienced in the planning and supervision of interviewing witnesses and suspects. Experience around the management of the seizure of exhibits, continuity of evidence, seize/sift legislation. Knowledge of Criminal Procedure and Investigations Act legislation with proven experience in disclosure obligations, processes and scheduling of material. Experienced and competent in managing the completion of case files and liaising with prosecuting agencies / authorities. Recent experience of managing and supervising a team of investigators who delivered high quality criminal justice outcomes against serious organised crime, managing risk and resources with proven experience in decision making and experience of mentoring and developing staff.   • 4x Technical/Experience skills via a 250 word Statement of Suitability per criteria. 1) An in-depth knowledge and use of relevant legislation (CPIA, RIPA, Police Act) affecting operational agency activity. 2) Experience in managing investigations of Serious Organised Crime, including submission of judicial case files and managing cases through the criminal justice process. 3) Experience of working to deliver against operational objectives during covert investigations and managing risk during operational activity. 4) Experience of improving culture in the team and measuring success.

Interview Details 

You will then be asked to attend an interview in order to have a more in-depth discussion of your previous experience and professional competence. 

There will be one interview, consisting of Behaviour and Technical questions.

  • The NCA is a 24/7 organisation, and working patterns must support business requirements. Some roles may require you to respond at short notice or outside of core hours.
