About the job

Job summary

Working across the North West (NW) Disposals Team, and reporting to the Heads of Disposals (NW) the Senior Development Manager will play a critical role in providing commercially focussed disposal input into the acquisition, due diligence, de-risking and bringing forward land and projects through the development pipeline.

This will culminate in you leading on the disposal of sites, large and small, to both our national house builder partners as well as our regional and more local development (SME) partners.  For the majority of our disposals we use our DPS (Dynamic Purchasing Panel) Framework and our Framework Panel of National and Regional Agents, however alternative methods of disposal are also considered as part of our delivery strategies.

Job description

There will also be opportunities for the senior development to work on our large sites (1,000 to 10,000 homes) by leading on the development and sale of District Centres as well as Business Parks, and our larger residential led schemes.

You will be joining our collaborative and highly skilled team of surveyors, planners, project managers and engineers who are committed to making positive change in how high quality homes and places are delivered through the use of our landholdings and partnership working.

Our team believe in delivering a first-class customer service, resolving complex planning and site delivery/disposal matters wherever possible, taking an innovative and creative approach. We believe in working in a collaborative and flexible way to foster good decision making and problem solving to unlock critical new developments.

This is a chance to shape the future development pipeline of major projects at a scale of up to 10,000 homes, schools, employment opportunities, leisure/recreation and associated uses in a fast growing, national organisation with real social purpose. Working with key stakeholders and professional in-house and consultant teams you will ensure efficient, consistent and effective resolution of barriers to development and have the opportunity to help create value for the public purse whilst also leaving a legacy of high-quality homes and place making.

The role will support the design and delivery of key strategic projects around the North West of England. There are some exciting and ambitious projects to get involved with both large and small.  Finally, it is an excellent opportunity to balance day to day delivery whilst bringing innovative solutions such as encouraging quality of Design, Modern Methods of Construction and Future Homes Standard to the Agency’s Disposals Team offering.

Person specification

As a creative and collaborative property professional, you will be used to managing multiple projects including internal and external consultant teams and prioritising work whilst always looking for ways to improve and innovate.

You'll be comfortable working within the disposals team to deliver complex, large/strategic scale residential-led land development opportunities with a range of values. In particular you will be proficient in:

  • Procuring and managing consultants such as agents, surveyors, planners and solicitors

  • Navigating public policy, preparing land development and disposal strategies and presenting papers to our relevant approval/board meetings

  • Running disposal tenders, analysing information, financial appraisals and contracting land deals

  • A range of experience and a good knowledge of legal negotiations and contracts/agreements is ideal and favoured for this role

  • Collaborating with other parts of the business

  • Building relationships and being the key contact for our local stakeholders such as local planning authorities and development partners (developers, contractors)

Ideally, but not essential, you will be educated to degree level, have a development, design or infrastructure related qualification (MRICS, MRTPI or other relevant qualification) or be working towards one with relevant experience within the industry.

Homes England has an extensive personal & learning development programme and, where there is a business need, will fund your educational needs to obtain a professional qualification.  For example, we have an active network of Chartered Surveyors & Planners who support colleagues aspiring to be surveyors & planners with their training needs.

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing and engaging with stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as a disposals team.

You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade. You will understand and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.
