In this role, you’ll join our supportive and highly collaborative Digital, Data and Technology profession, project managing crucial initiatives that will improve our capabilities across the board. You’ll work with some of our brand-new technology suites, delivering everything from technical transformation to new digital products and services as well as new policies and procedures. 
 
Managing a multi-disciplinary team, you’ll have oversight and responsibility for your projects from start to finish, including scoping, meeting key milestones, resourcing, supplier management and budgeting. There’s a great deal of autonomy in the role and you’ll collaborate with all kinds of teams across Ofgem such as infrastructure engineers, DevOps and technical partners. It’s highly varied and challenging work that will ultimately help us better serve millions of people across the UK. 
 
Aside from your regular duties, you’ll have lots of opportunities to develop your knowledge and really shape the way we deliver projects, as we’ll look to you to introduce new processes and ways of thinking. You’ll also make full use of business analytics, manage key stakeholder relationships and help us develop business cases. 
 
We’re also looking for great communication, collaboration, and organisational skills. A good knowledge of change management, technology transformation and cloud-based technology is important. You should have a formal project management qualification, for example APM, PMQ, Prince2 or MSP.

Job description

Help drive the digitalisation of Ofgem so it is a smart regulator fit for a future energy sector that is digitalising and utilising new technologies and operating models. With such change underway and on the way, it has never been more necessary for Ofgem to transform into a digital regulator and ensure consumers maximise the benefits from a rapidly changing energy market.

This role sits within the Digital Services function in Corporate Services, and you will be managing the delivery of a key element of CDIO’s Strategic Change Programmes, working with the smartest and brightest in the fields of data and digitalisation.

Ofgem is seeking an experienced Senior Delivery Manager to work with data and digital teams to deliver on strategic CDIO programmes. We are seeking someone with experience of working in both waterfall and agile methodologies, who can coach the delivery teams toward rapidly deliver incrementally, run an end-to-end project (Waterfall) and lead agile ceremonies. As Senior Delivery Manager you will be comfortable working with SROs, Steering Groups and reporting programme level risks and issues, deliverables and milestones.

The challenges will be many, from procuring technical solutions through to implementing business change, so the role requires a high achiever; someone who would be proud to know they drove / achieved strategic change in a well known high profile UK regulator.

Key Responsibilities

  • Organise project and sprint planning, chair and manage session to ensure arrival at committed project and sprint scope
  • Ensure backlogs are regularly refined (ranking, splitting tasks/stories); whilst the team will be involved, this is about ensuring this happens and that backlog ranking is not allowed to go stale
  • Obtain commitment / buy-in to project work, including achieving necessary compromises where differing views and opinions are evident
  • Ensure team have common understanding of the project, tasks, dependencies and how these may impact or block other team members
  • Document and communicate committed sprint scope
  • Timely launch of sprint subject to delivery of all prerequisite artefacts
  • Monitor daily work logging and sprint burndown to understand remaining team member capacities and/or current velocities; ensure Visual Studio Team Services is up to date for daily stand-up
  • Monitor and update status of internal sprint milestones according to our product delivery processes
  • Run daily stand-up; capture any follow-up meetings and ensure these convene to clear outstanding issues
  • Facilitate retrospectives; capture actions items and ensure these are actioned and closed
  • Ensure specification artefacts are accepted and signed-off by management team
  • Ensure stories are accepted and signed-off
  • Close completed sprints and generate sprint statistics
  • Organise and facilitate end-of-sprint demonstrations

Key Outputs and Deliverables

  • Create and Maintain project plans on MS Project
  • Updated Azure DevOps project board
  • Maintain updated the resource allocation system
  • Establish agile ceremonies and scrum team artefacts
  • Maintain RAID log and ensure compliance with organisation governance standards
  • Ensure all project documentation is kept updated and visible, reviewed and approved as required  
  • Delivery frequently and iteratively using agile approaches
  • External and internal engagements with the team are facilitated
  • There is appropriate reporting in place e.g., Sprint Reports, Show and Tells

Person specification

  • Experience in leading projects in a variety of methodologies, including waterfall, Agile and SCRUM (LEAD)
  • Experience of working with a Product Owners and delivery team to deliver incrementally against defined roadmaps and project plans (LEAD)
  • Formal project management and Lean qualifications (Prince2, PMP, MSP, Agile/Scrum Master)
  • Excellent communication skills, both written and verbal, with the ability to translate project plans into key objectives and deliverables.
  • Experience in documenting, managing and escalating risks, issues and effective reporting to ensure projects are delivering on track
  • Experience balancing multiple priorities and dealing with ambiguity
  • Experience in matrix-managing multi-disciplinary teams
