The Private Rented Sector (PRS) Division is leading an ambitious reform programme at the heart of a thriving regeneration policy group in DLUHC. The PRS Division leads on work to improve the experiences of landlords and tenants in the PRS, aiming to drive improvements to quality, security and fairness. This includes a flagship reform programme, including legislation, to deliver manifesto commitments to reform the sector and deliver on commitments to level up. Part of this reform package includes introducing a new digital property portal for the private rented sector.  

The new service aims to support improved health and safety standards in privately rented properties by providing local authorities with consistent intelligence on those properties, by helping landlords understand their responsibilities when letting property, and by providing private renters with a new information source about a rented property and appropriate details of the respective landlord. DLUHC have conducted scoping research into developing the new service through Discovery and Alpha phases. 

We’re looking for an experienced and motivated individual to join the Digital Delivery team as Senior Delivery Manager. In this role you’ll be working closely with digital and policy colleagues from across the department, and 3rd parties, to ensure project deliverables meet the needs of users and the business.

Job description

This is an exciting opportunity to join a team working on designing and implementing a service to support new legislation to improve the quality of the private rented sector housing – delivering benefits to a wide range of stakeholders including Tenants, Landlords, and Local Authorities.   

As the Senior Delivery Manager you’ll:  

  • be responsible for the high performance of a multidisciplinary team comprised on civil servants and a 3rd party delivery partner 

  • be core to decisions that make the Portal team more effective, and to help us maintain our motivation for the work we’re doing   

  • work closely with the Product Lead and Service Owner to organise and plan work, liaising with technical colleagues, policy leads across various teams and key stakeholders, to understand and remove the barriers to deliver new services and products 

  • be adept at delivering complex digital services, breaking down barriers for your team and both planning at a higher level as well as getting into the detail to make things happen when needed 

  • experiment with ideas and techniques that make teams high performing, interpreting them for our context and adapting them as you measure their effect.

As a Senior Delivery Manager, you'll have:

  • proven Agile/Lean delivery experience, working with multi-disciplinary teams  

  • proven experience in delivering digital products  and services 

  • commercial management within projects, taking responsibility for supplier relationships 

  • planning experience, using data to inform and refine delivery plans and prioritisation  

  • communication skills/ability to listen to the needs of technical and business stakeholders and interpret them  

  • experience with financial management, balancing cost versus value  

  • full lifecycle experience, especially delivering products and services into a live operational state  

  • experience with identifying and actively addressing internal and external risks, issues and dependencies including where ownership exists outside the team   

  • experience of bringing people together to form a motivated high-performing team, empowering them to deliver  

Desirable Skills : 

While the following skills and qualifications are desirable, they will not be assessed and are considered nice-to-haves.

  • Experience of working digital services that have dependencies on a complex policy environment and the parliamentary process of creating legislation. 

  • Ability to identify and challenge organisational processes of increasing complexity, and those processes that are unnecessarily complicated

Grade 7 salary 

  • The salary for this role is £51,934 (National) or £57,091 (London).

Important note


Successful candidates for roles based in our 2 Marsham Street building must meet the security requirements before they can be appointed. The level of security needed is counter-terrorist check  – this requires you to have been resident in the UK for the past 3 years and the process can take up to 8 weeks to complete. Fixed Term Details 

For external candidates– you will be offered a 23 months fixed term appointment with a possibility of permanency.

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
