Job summary

The Elections Digital team is responsible for delivering the key digital services which enable electors in the UK to register and vote in elections. Our digital services include the Register to Vote and Voter Authority Certificate services, two of the government’s top 75 digital services (both rated as ‘Great’), the newly launched Apply for a Postal Vote and Apply for a Proxy Vote services, the Canvass Data Match service, and the Choose My Police & Crime Commissioner service.  

As well as delivering these services on a day-to-day basis, we’re also working to improve and develop them, including work to support delivery of the Electoral Integrity Programme (EIP), part of the government’s Major Projects Portfolio. It’s an ambitious programme of work and continues to draw significant attention within Parliament, across the media and from a wide variety of commentators interested in how our democracy works.  

We’re looking for an experienced and motivated individual to join the Digital Delivery team as Senior Delivery Manager. In this role you’ll be leading a multidisciplinary team, working closely with technical and policy leads to ensure project deliverables meet the needs of users and the business.

Job description

This is an exciting opportunity to join an engaging Digital team working on a fast-paced and interesting programme, delivering the most significant set of changes to electoral law by the UK government in many years.  

As a Senior Delivery Manager you’ll: 

  • be responsible for the high performance of a highly-skilled multidisciplinary team working on delivering products and services as part of the Electoral Integrity Programme (EIP) 
  • be core to decisions that make the EIP Digital Team more effective, and to help us maintain our motivation for the work we’re doing  
  • champion critical work on ‘As Is’ and ‘To Be’ changes being made to elections registration services, working closely with Product, Service Design, User Research and Operational colleagues 
  • be adept at delivering complex digital projects, breaking down barriers for your team and both planning at a higher level and getting into the detail to make things happen when needed 
  • experiment with ideas and techniques that make teams high performing, interpreting them for our context and adapting them as you measure their effect 
  • work closely with the Product Lead to organise and plan work, liaising with technical colleagues, policy leads and key stakeholders, to understand and remove the barriers to deliver new services and products

Essential Skills for this role: 

  • proven Agile/Lean delivery experience, working with multi-disciplinary teams 
  • proven experience in delivering digital projects and products  
  • commercial management within projects, taking responsibility for complex supplier relationships  
  • planning experience, using data to inform and refine delivery plans and prioritisation 
  • communication skills/ability to listen to the needs of technical and business stakeholders and interpret them 
  • experience with financial management, balancing cost versus value 
  • full lifecycle experience, delivering products and services that are at different phases 
  • experience with identifying and actively addressing internal and external risks, issues and dependencies including where ownership exists outside the team 
  • ability to identify and challenge organisational processes of increasing complexity, and those processes that are unnecessarily complicated 
  • experience of bringing people together to form a motivated high-performing team, empowering them to deliver

Grade 7 salary 

  • The salary for this role is £51,934 (National).

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned.The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
