Senior Data Analyst – Role Overview

Data Foundations is a diverse multi-disciplinary team at the heart of VOA transformation supporting the Business Systems Transformation programme (BST) and the delivery of our data strategy.  We have bold plans to unlock the value of the data in the Valuation Office Agency, and you will work on some of the most fascinating challenges and business problems in the civil service.

Senior Data Analyst – Key responsibilities

The Senior Data Analyst will be part of the Data Foundations unit within the VOA. Most of the day to day work will be to support the BST transformation programme.  However, you’ll lead or support work across-organisation. The typical ongoing activity of the senior data architect could involve:

  • Support the BST logical data model product owner to realise the strategic vision for the logical data model.
  • Support transformation programme planning as it pertains to the workstream.
  • Take responsibility for data analysis or design activity on specific objectives to support the development of VOA data architecture, or data migration activity and ensuring others understand the business context.
  • Promote the use of data and quality analysis and architecture across the VOA.
  • Supporting the oversight and governance to project/delivery teams to ensure analysis or design is utilised appropriately.

Lead or support activity to continually improve data foundations and how we function, with a strong emphasis on leadership, the right culture, and developing the Government Digital and Data (GDD, formerly DDaT) profession.

Person specification

The Senior Data Analyst should be curious about how things fit together, have the tenacity and pragmatism to work through problems and get a grasp of them. You should be enthusiastic for what you do and genuinely want to make a difference. If you’re after a move into ‘data’, or your next data role and have an aptitude for data, we’d really like to hear from you. 

As well as “data professionals”, we want to hear from those who can apply wider skills and experience to data.

Essential Criteria

You will need to demonstrate within your application the following essential criteria:

  • Logical and creative thinking: Ensure that the most appropriate actions are taken to resolve problems as they occur, by co-ordinating teams to resolve problems and implement solutions and preventative measures.
  • Communication: Listen to the needs of technical and business stakeholders, interpret them, and manage stakeholder expectations, with the ability to hold difficult discussions where needed.
  • Data Management: Advocating data governance and data management standards and guidelines within your organisation, and continually communicating and improving data management practices in your teams.
  • Data modelling, cleansing and enrichment: Collaborate with other data professionals to improve modelling and integration patterns and standards.

Desirable Criteria

  • Data Management: Automating data management activities where possible and develop processes to enable good data management practices and compliance with data governance policies.

Behaviours

You are required, under the Behaviours approach, to describe how you have dealt with a specific situation. 

You must give evidence of your knowledge, skills and behaviours and how you have applied this, such as what you did or said and how you interacted with other people. 

When you are giving your examples, do not spend too many words on description and background information. Avoid using general or unspecific statements. Instead say what the situation was, what you did what your thought process was and so on. 

In-tray Exercise

The Interview will contain an in-tray exercise based on examples of the work you might be expected to carry out in the role. On the day of the Interview, you will be provided with a data related exercise, and given 30 minutes to prepare a response to the situation.  You will have 5 minutes to verbally present your findings as part of the interview (you are allowed to use notes).

This role can be taken up from any of the locations advertised, however the ID&A Hub locations are Canary Wharf, Bristol, Newcastle and Manchester. If you are based outside of these locations, you will be expected to travel to a hub location at least once per month on average.

Due to the way the CS Jobs system is set up, when choosing your preferred locations, you will find that the Canary Wharf location will not appear on the list of options. It is replaced by Tower Hamlets.
