We are an executive agency of His Majesty’s Treasury (HM Treasury), established in April 2015 to improve the quality of internal audit provided to central government. 

Most of the Agency’s people are professionally qualified internal auditors, accountants or investigators. 

Many are also specialists in areas including counter fraud, project management, digital and commercial audit. 

We lead both the Government Internal Audit Profession and the Government Internal Audit Function. 

Our workforce brings with it a unique depth of experience gained in a wide range of government departments, related bodies and other sectors. 

This enables us to offer a high-quality service based on cross-government insight and a strong understanding of our customers’ business.

Job description

Senior Counter Fraud Managers are key members of the senior leadership group within the GIAA Counter Fraud and Investigation team (CF&I), a national team of 40 staff who deliver a range of professional services to over 120 customers across the UK. The team provides a range of counter fraud and investigation services to GIAA customers, including fraud risk assessment, fraud detection and prevention & deterrence activities.

We are looking for experienced counter fraud professionals who will compliment and strengthen the existing team. The postholder will join our senior leadership team and quickly become a trusted ambassador for our services, building and maintaining senior customer relationships. They will also have a key role in the day to day oversight and management of resources (people and finances), ensuring operational demands are met and services delivered are of a consistently high and professional standard.

The successful candidate will undertake oversight of high profile and sensitive incidents, ensuring these are delivered according to agreed plans, and in line with quality, time and budget requirements. This is an opportunity to develop your skills across a variety of specialist counter fraud services which are in demand across government. 

Reporting either to the Head of Investigations or the Head of Counter Fraud, the work is high profile and challenging and you will be expected to operate at pace whilst ensuring customer service standards and expectations are met or exceeded. This post has national coverage and regular travel should be expected.  

Senior Counter Fraud Manager Responsibilities: 

  • Senior oversight of counter fraud activities to a wide range of government organisations covering fraud risk assessments, directing investigations, proactive detection, policy development and adherence to the Government Counter Fraud Standard;
  • Effective liaison with customers and key stakeholders ensuring activities are delivered in line with CF&I methodology and to quality, time and budget requirements
  • Be accountable for performance and demonstrate commercial and financial awareness, ensuring income is managed effectively and that counter fraud services offer value for money;
  • As a member of the Senior Leadership Team, support the Deputy Director and play an active part in the delivery of corporate objectives and developing the team;
  • Champion professional and personal development and contribute towards the continued development of an effective learning and development routeway for counter fraud staff;
  • Ensure quality assurance is undertaken across all aspects of the counter fraud service and actions identified to continuously improve the standard of services provided;
  • Develop and maintain positive relationships with key stakeholders and customers, delivering mutually beneficial outcomes;
  • Demonstrate sound and objective decision making underpinned by an awareness of legal and ethical implications;
  • Proactively build and maintain a broad network of stakeholders, fostering collaborative relationships that benefit mutual goals with clearly defined objectives.

Person specification

You will be required to write a statement of suitability of up to 750 words setting out how your skills and experience meet the following criteria:

  1. Delivery of consistent high-quality, cost effective counter fraud services in a fast-paced environment, including leading and directing complex investigations.
  2. Proven capability in ensuring all counter fraud activities adhere to stringent quality standards and comply with government regulations and industry best practice.
  3. Skilled in effective management of people and resources, balancing priorities and demands to achieve the best performance and results.
  4. Ability to comprehend and advise senior leaders on complex and sensitive fraud-related issues.
  5. Proficient in providing clear, concise, and high-quality briefings to the Deputy Director and senior leaders on sensitive matters.

Eligibility Statement

Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks. Additionally, individuals appointed to the Treasury group will be subject to National Security Vetting. The level of security vetting required for this role is Security Check (SC)

To allow for meaningful checks to be carried out, applicants will need to have lived in the UK for at least 3 out of the past 5 years. In exceptional circumstances, a lack of residency would not be a bar to security clearance however the Department will need to consider eligibility on a case by case basis once the advert closing date has passed.
