The record increase and volatility in global gas prices has put the energy market under severe strain, and is putting upward pressure on customers’ energy bills. We need to shield consumers from excessive price increases and make sure suppliers are doing what they can to support their customers.

Job description

Team Purpose and role

Ofgem delivers renewable energy and social programmes on behalf of government – this is done through the Delivery and Schemes Directorate. These schemes are varied – covering renewable heat, renewable electricity, energy efficiency and fuel poverty – collectively, they are worth £9bn a year. And crucially, these schemes are critical to hitting our Net Zero goals and providing support for households.

Through this work, we ensure that consumers and participants get the support they need, without consumers and taxpayers paying more than they should be. A key aspect of this is investigating any concerns we may have with regards to compliance with the rules and obligations of the schemes by participants. Successful candidates will be deployed to support this work in one of our schemes.

The work involved varies – from running the numbers to ensure that suppliers pay the right amount into the Feed-In-Tariff schemes; to checking the different measures suppliers are submitting for approval to meet their ECO obligation or to investigating what is really happening at a renewable installation. Through this work, we ensure that consumers and participants get the support they need, without consumers and taxpayers paying more than they should be.

After the initial deployment, you will be expected to work flexibly across Ofgem as a member of the Compliance & Enforcement Profession, working on cross-Ofgem projects, and/or in teams where you have in-demand specialist skills or expertise.

Compliance and Enforcement Profession

Ofgem has recently launched a Professions framework and a successful candidate will be a member of the Compliance and Enforcement Profession. Through the Profession you shall get the support and development you need to excel. It will give you exposure to the full range of compliance and enforcement activity across Ofgem, from deterring fraud on energy efficiency schemes to monitoring the wholesale market, and everything in between.

This role provides an exciting opportunity to support Ofgem, as we work to protect energy consumers, especially vulnerable people, by ensuring they are treated fairly and benefit from a cleaner, greener environment.

Key Responsibilities and Outputs

  • Leading or contributing to compliance activity in relation to scheme participants, producing high quality, timely, and robust analysis of potential issues.
  • Making evidence-based recommendations: identifying & escalating key issues as well as assisting in the management of risk.
  • Leading, organising and project managing significant pieces of project work, coordinating closely with colleagues across the directorate to understand the impact of your work in terms of resource and output.
  • Engaging with internal and external stakeholders to gather and document intelligence on compliance to inform investigation.
  • Build capability in the team by driving continuous improvement of our processes and practices, identifying, and embracing opportunities for change, and championing these across the team.

Team management

  • Make positive contributions to overall team and portfolio management through contribution to, or ownership of, specific team-wide initiatives.
  • Proactively drive self and others towards achieving teams Key Performance Indicators and targets.
  • Scope to oversee the work of compliance analysts, supporting delivery of their caseload and their upskilling.
  • Contribute to team forward planning through identifying and flagging potential future compliance concerns.

Professional Development Lead (PDL)

For those with the additional responsibility of Personal Development Lead, the remit will include but not be limited to:

  • Mentors and coaches staff on personal and professional development in line with the professional standards and behavioural framework for their profession.
  • Undertakes their PDL responsibilities in line with Ofgem’s Diversity and Inclusion commitments, championing inclusivity in their approach.
  • Collates 360-degree feedback from staff’s colleagues in a thorough and timely manner holding colleagues to account for providing high quality feedback.
  • Assesses feedback against the behavioural framework and recommends overall performance rating to the Head of Profession based on sound, constructive and
  • Inclusive evidence. Delivers high impact and empathetic performance conversations with staff for effective performance management including poor performers.
  • Acts as first point of contact in the event of deployment disputes prior to escalation to the Head of Profession.

Essential

  • Experience of collecting, investigating and analysing qualitative and quantitative data and evidence to arrive at conclusions and recommendations [Lead criteria].

  • Excellent written and verbal communication skills that effectively communicate complex issues to non-expert audiences.
