We are seeking an exceptional Senior Assurance Manager to lead and enhance delivery of the Delivery & Schemes Directorate’s Assurance Framework.

As part of our team, you will be a key player in offering subject matter expertise, providing independent assurance advice and enhancing colleagues' understanding of effective assurance and controls, ensuring a unified approach to assurance across our directorate and Ofgem. Working closely with the Delivery & Schemes Senior Leadership Team, Professional Development Leads, HR Staffers and Experts/Technical Specialists, you will lead delivery of the Assurance Framework activity  with the ability to support and challenge colleagues effectively.

Your role will involve leading a team of specialists, fostering a supportive, inclusive team environment, setting clear objectives and success metrics, as well as offering personal and professional development support.

Your responsibilities will also include supporting the development of the Delivery & Schemes Annual Assurance Plan, ensuring robust, risk-based coverage. Additionally, you'll oversee the ongoing development and delivery of our routine assurance activities and compliance checks, as well as coordinating the directorate’s delegated authority and decision-making tools , and training and managing the development and delivery of processes for quality management and compliance with Standard Operating Procedures (SOPs).

Job description

The Senior Assurance Manager will provide leadership and technical expertise in the delivery and continuous improvement of the Delivery & Schemes Directorate’s Assurance Framework: leading a team of assurance specialists, providing support and coaching to develop their skills, confidence, and drive.  

The position will play a critical role in the strengthening of the first and second line of defence and will be responsible for managing the delivery of the Annual Assurance Plan and supporting activities.  As such, extensive experience in designing and implementing assurance controls is essential, as will be the skills and confidence to support and challenge colleagues across the directorate on their approach.

Key Outputs and Deliverables

  • Provide subject matter expertise, share good practice, and ensure common approach to assurance, ensuring that processes are applied consistently across the directorate and wider Ofgem.
  • Provide independent assurance advice. Sharing experience and expertise with colleagues to strengthen the understanding and application of effective assurance and controls.
  • Build a supportive, inclusive, high-performing team environment based on trust, transparency, and inclusivity; setting clear and transparent work objectives, milestones and success metrics at team and individual level and providing pastoral care, coaching and ongoing support for personal and professional development.
  • Support the development of the Delivery & Schemes Annual Assurance Plan, working with the Risk & Assurance Lead and senior stakeholders to ensure robust, appropriate, risk-based coverage and manage its delivery, reporting, and the completion of resulting actions.
  • Manage the ongoing development and delivery of the range of BAU activities, processes and compliance checks that support the Delivery & Schemes Assurance Framework and Annual Assurance Plan.
  • Manage the delivery of the directorate’s Delegated/General Authority and Decision-making tools, processes, and training.
  • Manage the development and delivery of processes that support the quality management of, and compliance with, Delivery & Schemes Standard Operating Procedures (SOPs).
  • Collaborate closely with other teams across the directorate and wider Ofgem to manage interdependencies, risks, and resourcing to support portfolio delivery.
  • Contribute as a member of the Strategy & Business Operations leadership team, championing initiatives and driving change.

Role Requirements

Essential

  • Solid expertise/capability in assurance policy and practice as demonstrated by proven record of high performance and substantial achievements in past positions (LEAD).
  • Proven aptitude for leadership, e.g. through formal or informal management of others (LEAD).
  • Experience of managing the design and implementation of an annual assurance/risk plan.
  • A track record of managing multiple priorities and delivering against competing deadlines.
  • Excellent interpersonal and communication skills and extensive experience of working collaboratively with diverse colleague.
  • Strong analytical skills, with attention to detail.

Desirable

  • Planning and delivering outcomes, including clear and transparent objectives, milestones, and success metrics.
  • Agreeing, managing, and delivering work to stakeholder time and quality requirements.
