Job summary

As a Senior Asset & Licence Manager within UK Security Vetting (UKSV) Tech Ops Team, the successful applicant will be responsible for supporting the optimisation of our IT resources by leading on the development and maintenance of our asset management processes; managing software assets throughout their life cycle, and overseeing UKSV’s software licence management processes.

Reporting to the Head of Tech Ops, and providing line management for the Asset & Licence Manager, this important role will require the successful candidate to provide specialist advice on software and licensing models, contribute to asset and budget planning, and ensure compliance with relevant regulations and policies.

By effectively managing IT assets and software licences, the post holder will play a crucial role in supporting our mission of providing the UK’s most trusted workforce with ‘Timely, Assured and Cost-Effective’ national security vetting services, as well as making a key contribution to our ambitious Transformation agenda.

Job description

Role responsibilities will include but not limited to:

  • Developing, implementing, and maintaining IT asset management processes, ensuring accurate tracking, documentation and of all IT assets throughout their lifecycle. 
  • In collaboration with the wider Cabinet Office and other stakeholders, develop, improve and oversee UKSV’s software licence management processes and procedures, including tracking, monitoring, and optimising the use of software licences to increase value for money and minimise risks. 
  • Explaining technical IT issues related to your role to non-IT staff. 
  • Ensuring that the security of all PII and vetting related data is maintained in accordance with Government Security policy and the Data Protection Act.
  • Managing software assets from planning, requests, procurement, approval, deployment, operation/licensing, to retirement, while ensuring compliance with relevant regulations and policies. 
  • Maintaining accurate and up-to-date records of IT assets, their renewals, and associated costs for both hardware and software. 
  • In close collaboration with the UKSV and the Cabinet Office Commercial Teams and other stakeholders, plan and manage the procurement of hardware and software assets, ensuring alignment with strategic, commercial and finance objectives.
  •  Providing specialist advice and guidance on software and licensing models to colleagues at all levels, including senior management, to support informed decision-making. 
  • Assist with the monitoring and reporting on the performance of IT assets, identifying opportunities for improvement, and driving initiatives to optimise resource utilisation and reduce costs. 
  • Contributing to asset and budget planning, including the production of dashboards, reports, and analysis as required. 
  • Establish a licence re-harvesting/optimisation process, implementing an audit schedule for applications to ensure licence holdings and positions are monitored for both compliance and optimisation through reallocation, reduction or new purchase. 
  • Monitor and provide advance notification of delays in decommissioning of software likely to require extended support.
  • Developing and managing the IT service catalogue, and assisting multidisciplinary project teams with requests for new services and software. 
  • Ensuring compliance with relevant regulations, policies, and best practices relating to IT asset and software licence management. 
  • Liaising with vendors and suppliers to negotiate contracts, manage renewals, and resolve issues related to IT assets and software licences. 
  • Continuously staying informed of industry trends, advancements, and best practices in IT asset and software licence management, ensuring that UKSV benefits from the latest knowledge and insights.
  • Advising as required, on asset disposal processes in accordance with Government Security and NCSC policies.

Person specification

As an Asset and Licence Manager within UK Security Vetting, we are looking for people who have the following expertise and attributes:

  •  Strong knowledge of IT Service Asset Management principles and best practices.
  •  Knowledge of relevant regulations, policies and guidelines governing IT asset and software licence management including security, data privacy and compliance regulations.

Experience:

Essential:

  • Experience with software inventory and reporting tools.
  • Experience in managing Digital assets.
  • Creation and implementation of processes and procedures.
  • Experience in analysing data from various systems and to prepare report.
  • Excellent customer relationship management skills, enabling customer confidence and empowerment.

Desirable:

  • Financial acumen and experience with budget planning and management.
  • Knowledge of cloud based licensing models and experience managing cloud assets and subscriptions.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
