Job description

This is an exciting opportunity to join the Parliamentary Unit in DESNZ, which will provide you with a platform to develop your skills and knowledge and to work on a range of exciting topics in an integral team of the Department.

About the role

The post holder will be responsible for orchestrating the Department's interactions with Parliamentary Select committees, comprised of MPs and Peers established to scrutinise the Government. You will manage this relationship by building positive relationships with the Committee Clerks in order to maintain the reputation of the Department and Ministers, while delivering an excellent service to Parliament.

The candidate would be organised, efficient and able to balance contending priorities in a busy but rewarding environment. Strong interpersonal skills (both verbal and written) and a positive, ‘can-do’ demeanour would also stand a candidate in good stead.

About the team

The Parliamentary Unit provides a core function for the Department, part of Policy, Strategy and Private Office (PSPO) which works directly with and supports Ministers, Special Advisers and their Private Office. The team primarily does this by:

• Acting as the gateway and first point of contact between the Department and the Houses of Parliament.

• We support Ministers and their Offices by co-ordinating and supervising their parliamentary obligations.

• We provide advice and training on Parliament and its processes to the wider Department to improve Parliamentary capability.

• Acting as a centre of information and expertise on Parliament. The Unit provides daily and weekly parliamentary business updates, and provides advice to ministers, private office, and officials regarding their interactions with Parliament.

Person specification

This role entails being the key point of contact, knowledge and advice for external and internal partners on the committees and their work programmes. Key partners include parliamentary officials, Private Office, policy teams and Other Government Departments.

The role also entails working together with teams on the parliamentary handling of announcements, and includes a strong element of training, communications and use of digital technology to meet our goal of improving the support available to Ministers in Parliament.

A number of parliamentary committees have an interest in the work of DESNZ. These conduct a large number of inquiries on high-profile policy topics, generating considerable work for DESNZ officials and Ministers.

You will proactively supervise all relevant Committee activity and communicate new developments or requirements effectively to Private Office and the wider Department. The post holder will seek to influence internal and external partners to meet DESNZ and Whitehall objectives in this area, including providing timely and effective input to all stages of Committee inquiries. The post holder will be required to build positive relationships with senior co-workers in both Parliament and Private Office.

Skills and Experience 

An understanding of Ministers, Parliament, and politics more widely;

• Excellent interpersonal skills and experience of working at pace, balancing competing priorities;

• Excellent persuasion skills and experience of getting others to support you in the delivery of your objectives;

• Good oral and written communication skills;

• Experience of delivering training, drafting written guidance or using digital communications tools.
