Job summary

We have a number of security-focused posts within the Scottish Government (SG) Control Room Team. The Team is based within the Facilities Services Division, which sits within the Communications, Ministerial Support and Facilities Directorate. The Control Room Team deliver a range of security services for buildings across the government estate providing security services via a 24/7 operation. This involves close liaison with SG staff and tenants, other colleagues in Facilities Services, including colleagues in our Projects Team, Health and Safety and Environmental teams, and working alongside our external maintenance provider. The Team play an essential part in keeping buildings safe and secure, taking the lead in out of hour incidents.

You will be required to work a shift pattern of four days on and four days off, Early (06:00-18:00) and Back (18:00-06:00) shifts including weekends and public holidays. For working shifts, you receive an additional allowance of 21%. You may be asked to fill in on overtime for which an allowance will be paid.

Due to the nature of the role and the information which this post holder may be exposed to, they will require to go through Security Clearance (SC).

Job description

• Proactively monitoring the estate CCTV system through camera patrols and the use of analytics, responding to incidents and events which have been detected in a timely manner. Respond to actual or potential security incidents reported to the Security Control Room from a variety of sources. This could include initial investigation (on-site or remotely) and resolution, or escalation in line with Security Control Room procedures/policies and protocols.

• Monitoring and responding to various alarm systems, (e.g. fire, intruder) in a prompt manner. Attending sites around Edinburgh in response to alarm activations, carrying out initial investigations, liaising with emergency services and other organisations as required.
• Maintaining concise, accurate and timely logs of incidents, events, decisions and shift handover information in an appropriate manner as set out in SCR protocols using appropriate forms and templates.
• Providing a key holder service for SG and other public organisations, as agreed by Facilities management. This involves physically opening and closing down some sites.
• Carrying out both frequent and ad-hoc mobile security patrols around Edinburgh sites. Checking site security (doors and windows are secure, internal/external patrols)
• Monitoring and facilitating access and egress to designated sites during silent hours.
• Answering telephone enquiries from a range of internal and external stakeholders, including the emergency services and members of the public. Acting as first responders and provide a physical presence at St Andrew’s House in relation to the sudden activation of SGoRR outwith normal office hours. Ad-hoc security related administrative functions as required.

Person specification

Qualifications

No specific qualifications required for this post. However, you must hold a valid UK Driving Licence and a current SIA CCTV Operator licence or be prepared to undergo and successfully complete appropriate training to obtain this.

Essential Criteria

1. Proven interpersonal and communication skills, with the ability to build and maintain productive relationships with colleagues, senior managers and a wide range of internal and external customers.

2. Ability to demonstrate resilience in overcoming challenges and working within a team.

3. Established organisational and time management skills, including the ability to balance competing demands and use initiative.

4. Confident user of a variety of IT systems, for example security management systems, as well as a good working knowledge of Microsoft products (Outlook, Word & Excel).
