About the role

You’ll work within the HMCTS HQ, National Security and Safety Team, as a Safety and Security Support Officer, reporting primarily to the fire section of the Team. You’ll also be providing support for fire, health, safety and security matters to Business Partners, and the National Security and Safety Team SMT.  You’ll work with the Regional Safety and Security Officers (RSSOs) and Operational staff across the country to communicate and exchange information, providing support and advice as required.

Your role as the Safety and Security Support Officer encompasses several key aspects (but not limited to):

  • Arranging committee meetings and other events, drawing up agendas, circulating papers, confirming attendance, taking minutes, circulating minutes in a timely manner, and reviewing/clarifying/updating outstanding action points at Regional/National Safety and Security Committees, the National Fire Safety Assurance Forum and others as required.
  • Helping to administer HMCTS preparation for Health and Safety Executive and Crown Premises Fire Safety Inspectorate visits across HMCTS and research/investigation into low level safety and security incidents. This will involve analysis of data and incidents for various Committees and forums.
  • Overseeing HMCTS Regional Health and Safety, Security and Fire Safety audit schedule reporting status to the management team as per agreed timelines. Assisting with the planning and scheduling of Business Partner audit programmes/quality checks and making arrangements via liaising as required with RSSOs, Heads of the Regional Support Units and operational sites working collaboratively and developing relationships with key stakeholders. Participating in carrying out audits for security, safety and fire, assisting with the drafting of reports and ensuring their accuracy.
  • Working with Business Partners update, review and maintain Health and Safety, Security and Fire Safety guidance. This requires a commitment to continued professional development, ensuring that the postholder has knowledge of new/upcoming legislation/standards in respect of health and safety, security, and fire safety.
  • Providing health, safety, and security policy/standards advice to HMCTS managers/staff/stakeholders, including the judiciary, and escalating to senior health, safety and security practitioners in the team for support if required.
  • Overseeing Security and Safety and Fire communications plans, drafting articles and Tib-its working with Business Partners using effective communication skills to effectively/clearly outline potential implications/impacts on HMCTS. Update and edit safety, security and fire intranet pages as required.
  • Assisting and/or taking forward project work, planning action and timelines, identifying key stakeholders, drafting, and updating action plans, communicate with key stakeholders and completing highlight reports for SMT. Organise and lead progress in meetings as required.
  • Completing quality check and trend analysis of safety, security, and fire incidents, provide data for meetings as required. Seek returns for 6-Monthly Key Deliverable Self-assessment returns and quarterly Safety, Security and Fire Risk Register returns and assist with the analysis and production of papers for national committees.
  • Providing support for Safety, Security and Fire financial matters, including the raising of purchase orders and payment of invoices.
  • Seeking to build your own capability and that of the team to improve performance.
  • Assisting with cover for other Safety, Security and Fire areas which may include:
    • Administration of workplace adjustments referral process from receipt to conclusion, including supporting the RSSO and local management in procuring equipment if identified.
    • Administration of referrals from the Court/Tribunal Security Contractors for the designation of court and tribunal security officers, checking them against the specified criteria for suitability for appointment and producing letters of appointment
  • Working in a flexible way and undertake any other duties reasonably requested by line management which correspond with the grade and level of responsibility of this post and deemed necessary by line management to fulfil the role and requirements of the team. This may include helping to manage the health, safety and security training programme and providing support for Judicial Security incidents.

Desirable

  • A NEBOSH General Certificate and Technical Membership of Institute of Occupational Safety and Health (IOSH), maintaining CPD record; or willingness to study and work towards this qualification.

Further details

This role will require the post holder to travel to different parts of Great Britain, which may involve some overnight stays.
