Job summary

We are seeking an organised and motivated individual to undertake the role of Higher Executive Officer for Assurance, Safety and Policy (ASP) within Robson Academy of Resilience (RAR) based at RAF Cranwell as part of the ASP Cell. Robson Academy of Resilience is part of 22 Gp and is responsible for the Defence Survival Training Organisation (DSTO), Human Factors, Stress Management and Resilience Training, Adventurous Training, Force Development and Fire Training. The Robson Academy organisation has a diverse geographical spread in the Midlands and southwest of England, Wales, Scotland, and overseas in Germany. The ASP Cell is a new capability, and it will provide high quality risk assessment and risk management service to Commandant RAR and wider RAR stakeholders, ensure compliance with Government and Defence Safety Policy across a broad spectrum of RAR risk to life outputs, promote a safety culture and enable high quality assurance processes and practices.  The post reports directly to the ASP Team Leader and will include deputising during periods of authorised absence.

This position is advertised at 37 hours per week. 

Job description

The Assurance, Safety and Policy (ASP) Cell is primarily responsible for the design and delivery of the Safety and Environmental Management Plan from which all ASP duties will be articulated.  In particular, this ASP post will be responsible for the PARMIS pan-Academy standardisation and collation of PARMIS inputs on quarterly basis, Accident Stats collation, generation, trend analysis and presentation to RAR Senior Leadership, Attendance and Secretarial duties at RAR Duty of Care Boards, tracking and implementation of Adventurous Training Inspectorate recommendations, Provide HQ oversight of 1st, 2nd and 3rd Party Assurance (PA) and/or 1, 2 & 3 Lines of Defence Assurance, including National Governing Body audits and sharing of recommendations where applicable and appropriate.  Tracking and Analysis of Pan-Academy External Validation data.  Co-ordination and compilation of 6-monthly 2* Total Safety Steering Group, Generation, co-ordination and tracking of all activities in the ASP Governance Assurance Cycle. Co-ordination and oversight of entries onto Incident Management Systems.

The role will also require liaison with RAF Safety Centre, HQ 22 Gp Safety Cell, Adventurous Training Inspectorate and Land Safety Inspector, and wider National Governing Bodies where applicable, to ensure compliance with safety policy.  Intra-RAR liaison will be required in order to develop good working relationships with OF4 Pillar Heads and Officers' Commanding of the various Squadrons that work beneath them.

Person specification

We are looking for a highly motivated individual who is flexible, enthusiastic, and adaptable to develop the post and duties as they evolve in the ASP Cell.  The successful candidate will require demonstrable experience in Risk Assessment and Risk Management, Governance and Management/Delivery and Assurance of Risk to Life activities comprising Adventurous Training and/or Survival, Evasion, Resistance and Escape training (SERE). The successful candidate will therefore need to be risk aware and risk focused and have an eye for risk detail in the outdoor environment. This role is suited to someone with a high level of administration, IT, and organisational skills, with either Adventurous Training and/or Survival, Evasion, Resistance and Escape training/experience, who is confident in working independently, but can also work as part of a team using all communication platforms to achieve the objectives set out in the business.
