Job description

The Role and Our Team  

This is an exciting position for a functional team leader in our Risk Team, which is part of the Targeting branch within the Evidence Impact Area.  

The Risk Teams role is both internal, conducting risk assessments of non-compliant products and ensuring that OPSS is risk-based in how we conduct our regulatory activities; and external, ensuring that the UK’s system for identifying, assessing and managing consumer product risks is working effectively, and taking action to improve the system. 

You will have the opportunity lead to shape the work of the Risk Team and the work of the Office more broadly, and in doing so will work with a wide variety of teams across OPSS and lead some of our most high-profile activities and challenges. You will be encouraged to use your expertise to deliver robust, creative and effective strategies and solutions to problems. You will be part of a dynamic, energetic and professional team. 

The responsibilities of a Head of Product Sectors Policy: 

  • Lead and oversee the work of the OPSS Risk Team, including setting strategic direction, work planning, monitoring and review. 
  • Act as a key source of expertise for OPSS in relation to risk, product risk assessment and management. 
  • Proactively identify, and implement, opportunities to ensure OPSS acts as an effective risk-based regulator. 
  • Collaborate and establish effective working relationships with key staff across OPSS and within external stakeholders, including at senior levels, to ensure the aims and objectives of the Risk team are achieved. 
  • Promote the work of the Risk Team both internally and externally, advising and influencing stakeholders as necessary. 
  • Manage a team of risk experts, providing visible leadership and team development.  
  • Collaborate closely with the OPSS intelligence, incident management and border delivery functions. 
  • Help review and develop a new OPSS Border Delivery model and the provide temporary management of the Border Profiling team. 

Person specification

Essential Criteria 

We would love to hear from you if you have: 

  • A sound understanding of risk and the identification, assessment, prioritisation and management of product risks. 
  • The ability to develop and maintain positive working relationships and work collaboratively with an extensive range of internal and external stakeholders, including at senior levels. 
  • The ability to confidently deal with and influence colleagues and external contacts, earning trust, respect and support. 
  • Experience of leading a team within a regulatory environment, with the ability to develop a motivated and high-performing team and demonstrate a commitment to diversity and inclusion. 
  • The ability to think and act strategically when analysing problems and identifying solutions, including the ability to proactively identify the need for and implement procedures, practices and methodologies that will be effective in ensuring regulation is undertaken effectively, based on risk. 
  • Excellent communication skills with the ability to communicate complex information and concepts to a non-technical audience.

Desirable Criteria  

  • Experience or understanding of product regulation at the border.
