Job summary

This is an exciting opportunity to join the People Group (HR) in UKHSA as we embark on enabling the new organisation to the next stage of its development.

This role sits within the UKHSA Resourcing Team and gives you the opportunity to work with colleagues across the wider UKHSA. Working with a highly motivated and passionate team, this role has the responsibility for delivering a high quality, customer focused recruitment service with a focus on delegated grade recruitment. Reporting to the team’s Resourcing Lead, you will manage the relationships with vacancy holders for all their recruitment needs.

You will be in charge of the operational activity of the end-to-end recruitment process within UKHSA and will need to partner with internal and external stakeholders to deliver an exceptional service. You will lead on quality checking and support on driving forward service improvements to ensure the best possible customer experience as well as overall compliance with the Civil Service Recruitment Principles. You will be responsible for a small team of Resourcing officers and will support and guide them whilst working within the wider team.

The UK Health Security Agency (UKHSA) operates a hybrid working model where business needs allow.  This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's locations (Birmingham, Leeds, Liverpool, and London).  Specialist or regional roles will be based at the appropriate UKHSA site. For certain roles, some additional flexibility may be possible, which will be agreed upon with the hiring manager based on individual requirements and business needs.

Responsibilities section:

As a Resourcing Manager your main responsibilities will include:

  • Leading a small team of Resourcing Officers, including performance and behaviour monitoring.
  • Operationally managing a high quality, customer focused, effective and efficient recruitment service for UKHSA.
  • Leading and providing quality checking for Civil Service recruitment campaigns, ensuring adherence to service level agreements and standard operating procedures, and ensuring delivery of a quality service to our customers and candidates, and compliance with all internal policies and procedures, best practice, and legislation and rules related to recruitment and data protection.
  • Managing relationships within UKHSA including vacancy holders, HRBPs, and Group Business Leads.
  • Assisting with developing, managing and monitoring systems, processes and procedures aimed at ensuring the provision of an effective and efficient recruitment service for UKHSA.
  • Assisting the G7 Resourcing Lead in the monitoring and rebalancing the team workload, aligning team resources according to the needs of the service and providing accurate performance data to inform of future forecasts and resourcing needs.
  • Ensuring adherence to Civil Service Commission recruitment principles and guidelines and associated legislation, including data protection and GDPR and the Equality Act, etc., making sure the processes are fair and consistent throughout.
  • Championing the work of UKHSA and the People Group, looking for opportunities for continuous improvement and implementing best practice

This post will involve an interview by video. 

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.

You will also be asked to provide information within the ‘Employer/ Activity history’ section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history.
