Job description

The Matrix Programme is a transformation initiative involving 9 Departments (listed at end). It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.​

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for DSIT and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy!​

We will deliver the Government's three overarching objectives for shared services:​

1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.​
2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.​
3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data. ​

Departments forming the Matrix Programme: Cabinet Office (CO), Department for Science Innovation and Technology (DSIT), Department for Culture Media and Sport (DCMS), Department for Business Trade (DBT), Department of Energy Security and Net Zero (DESNZ), Department for Education (DfE), Department for Health and Social Care (DHSC), Attorney’s General Office (AGO) and His Majesty's Treasury (HMT).

Person specification

We are looking for an experienced Resourcing Business Manager to join the Matrix team and lead on completion of a number of key business activities relating to resourcing. The candidate will be required to collaborate across the programme and various government departments, building strong relationships with colleagues. You will take the lead on recruitment processes, managing the workforce data and associated reporting. The successful candidate will be a highly motivated and proactive self-starter who can hit the ground running to keep the Matrix Operations team running smoothly.​

Key Responsibilities include but not limited to:​

  • Lead on managing end to end recruitment processes working closely with other recruitment teams.​
  • Lead on all recruitment campaigns and support hiring manager, from sharing job descriptions for review, organising the sift, ensuring panel members meet the relevant criteria, set up the interviews and coordinate communications with candidates.​
  • Manage workforce data for the Matrix directorate/programme maintaining accurate data to feed into reports and commissions.​
  • Manage regular sessions with workstream/team leads and hiring managers for a two way update against campaigns and their resourcing needs.​
  • Strategic workforce planning; coordinating recruitment and supporting line managers with the processes and provide advice on resourcing options.​
  • Support the Head of Delivery Management with development of the Resource Plan, aligning to the Resource Strategy.​
  • Lead on the process for contract changes in the directorate (such as loans/temporary promotions etc)​.
  • Working closely with finance to maintain accurate forecasting and financial reporting.​
  • Support and coordinate updating/refreshing workforce data working with Matrix departments.​
  • Coordinating the relevant inputs of information to respond to commissions relating to resourcing for review and approval.​
  • Onboarding of new starters from external suppliers and civil servants.​
  • Coordinating the approval of contractor timesheets and deputising where applicable.​
  • Lead on gathering requirements for contingent labour specifications from hiring managers and upload and administer these assignments on the relevant. portal/platform. Manage all associated administrational activities for ongoing management of contingent labour.​
  • Manage and maintain the Organisational Charts/Structures for the programme and its departments. ​
  • Work closely with the Chief of Staff office for onboarding and offboarding processes.​
  • Build strong stakeholder relationships with the DSIT recruitment team, COO Office and HRBP for all resourcing and recruitment matters.​

Skills and experience

Required: ​

  • Experience of working in HR environment/team or resourcing/recruitment background.​
  • Strong organisation skills and attention to detail.​
  • Ability to follow processes and seek appropriate guidance where required.​
  • Ability to manage conflicting priorities and adapt quickly to changing demands.​
  • Ability to work quickly under pressure and organise workload to flex with changing priorities.​
  • Ability to develop and maintain strong stakeholder relationships.​
  • Strong verbal and written communication skills.​
  • Knowledge/experience in large scale projects and programmes.​
  • MS Office 365, SharePoint and MS Teams Skills.
